SUBJECT:

AMENDMENT NO. 9 TO FACILITY OPERATING LICENSE N0. R-70, MARYLAND UNIVERSITY TRAINING REACTOR The Commission has issued Amendment No. 9 to Facility Operating License No.

R-70 for the Maryland University Training Reactor. The amendment consists of changes to the Technical Specifications in response to your submittal dated August 26, 1986.

The University of Maryland informed the U.S. Nuclear Regulatory Commission (NRC) of a change in administrative organizational structure, and requested a change to the Technical Specifications in the Operating License of the Maryland University Training Reactor (MUTR) to reflect the elimination of the position of Provost, Division of Mathematical and Physical Sciences and Engineering

, and establishment of the position of Dean, College of Engineering, as the top-level administrator for the MUTR organization.

On the basis of our review of the Technical Specifications, and with the concurrence of your staff, we have also changed Technical Specifications 6.6.1, 6.6.2, and 6.6.3 to update the addresses of NRC offices that are to receive written reports.

We have determined that the changes are administrative in nature, and that

issuance of Amendment No. 9 will not decrease the functional responsibilities of reactor operations management.

i We have determined that the changes are in the category of recordkeeping, reporting, and administrative procedures and requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22 (c)(10). Pursuant to 10 CFR 51.22 (b), no Environmental Impact Statement or Environmental Assessment need be prepared in connection with the issuance of this amendment.

The staff has concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously evaluated, or create the possibility of a new or different kind of accident from any accident previously evaluated, and does not involve a significant reduction in a

margin of safety, the amendment does not involve a significant hazards l
