REQUEST FOR ADDITIONAL INFORMATION We are continuing our review of your Reactor Operator Requalification Program for the University of Maryland Training Reactor which you submitted on July 7, 1993. During our review of your program, questions have arisen for which we require additional information and clarification.
Please provide responses to the enclosed Request for Additional Information within 30 days of the date of this letter.

10 CFR 55.53(e) requires operators to perform licensed functions for at a
least four hours per calendar quarter to maintain an active license.
If this requirement is not met and the license becomes inactive, before being activated,10 CFR 55.53(f) requires certification that qualifications are j
current and that the operator has performed a minimum of six hours of shift functions under the direction of a licensed operator or senior operator and in the position to which the individual will be assigned.
Neither the requirements for maintaining an active license, nor the requirements for returning to an active status following a period of inactive status are described in the Maryland University Training Reactor i
(MUTR) operator requalification program. How are the 10 CFR 55.53(f) 1 requirements being met at MUTR?

Section IX. Administration of the Reactor Operator Requalification i
Program, states "The Reactor Director will be exempt from taking the annual written examination, oral facility examination, and the console performance evaluation."
In accordance with 10 CFR 55.53(h), completion of the requalification program is a license condition.
Completion of the requalification program includes passing a comprehensive requalification examination and an annual operating test. How do you intend to comply with the requirements of 10 CFR 55.59(a)(2) to maintain the Reactor Director current with the requalification program?
