Subject: REQUALIFICATION PROGRAM EVALUATION REPORT NO. 50-166/87-02 (OL)

On March 29, 1987, the NRC audited the administration of your annual requalif-

ication written examination. This audit was prompted by your admitted practice

of allowing licensed operator requalification written examinations to be taken

home on an honor-system basis. We view this as a serious management deficiency

in that these examinations are used to certify to the NRC that licensed indi-

viduals have successfully completed the licensed operator requalification pro-

)

gram and are proficient enough to warrant license renewal under the provisions

of 10 CFR 55.

Since March 4,

1987, we held all operator license renewal re-

quests submitted by your facility in abeyance until an audit of your written

requalification examination program was complete.

The purpose of this audit

was to determine if unproctored examinations had adversely affected operator

knaledge.

Areas examined during this evaluation are described in the Region I Evaluation

Report which is enclosed with this letter. Within the scope of this evaluation

the requalification training program was found to be satisfactory.

Your com-

mitment to continue to administer your requalification program in accordance

with NRC policy as expressed in Generic Letter 83-17 and in your NRC approved

revalification program is noted and will be subject to future audit and in-

spec; ion.

Based on the findings of this audit, and as of the date of this

letter, we will re:,ume proces, sing operator license renewal applications from

your facility according to current NRC policy and directives.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosure will be placed in the NRC Public Document Room.
