SUBJECT:
RESPONSE TO COMSECY-86-5 A memorandum from the Secretary dated June 20, 1986, with the subject: Staff Requirements - COMSECY-86-5, " Charter, Comittee to Review Generic Requirements (CRGR)," informed the EDO that the Comission approved a new version of the CRGR Charter. The ED0 was requested to provide a report on CRGR activities and recommendations as to whether its functions and scope remain appropriate and continue to reflect the present needs of the Comission.
i Enclosed is a report on CRGR activities since its creation in October 1981.
Concerning CRGR's functions and scope, I strongly support the need for the CRGR and believe that its functions and scope remain appropriate and continue to reflect the present needs of the Comission. At this time, I recomend that no changes be made to CRGR's functions and scope as delineated in the CRGR Charter recently approved by the Comission, i Several Comissioners raised the question of whether or not CRGR activities (specifically briefings for CRGR concerning the status of work that is not i
before the CRGR for consideration as a generic requirement) are consistent with the CRGR Charter. Briefings for the CRGR are provided for in the CRGR Charter.
All previous versions of the CRGR Charter, and the current September 1986 version recently approved by the Comission, contain a provision (III.E) for
! early briefing of the CRGR by sponsoring offices before the staff has developed /
submitted proposals for CRGR consideration. Briefings have been given to the CRGR for one or more the following reasons:
f 1. The EDO or an Office Director has requested that the CRGR be briefed to t
obtain Comittee views concerning a matter.
- 2. An Office Director sponsoring a series of proposed regulatory actions that
' are to be submitted for CRGR review at various times in the future, seeks i to brief the CRGR to provide a big picture understanding of the proposed actions.
! 3. An Office Director sponsoring a voluminous proposal, which calls for [
