! gaseous effluents for this reporting period. We format is similar to that provided in Regulatory Guide 1.21, Revision 4. An elevated release pathway does not exist at Wolf Creek Generating Station. W erefore, all airborne releases are considered to be ground level releases. A conservative error of thirty percent has been estimated in effluent data. %ere was one shipnent of solid waste during this reporting period.

Section II provides Supplemental Information as described in Regulatory Guide 1.21, Revision 4.

Section III provides additional information required by Technical

A. For liquid waste effluents A.1 % e concentration of radioactive material released in liquid effluents to UNRESTRICTED AREAS shall be limited to the concentrations specified in 10 CFR Part 20,1 Appendix B, Table II, Column 2, for radionuclides other than dissolved or entrained noble gases. For dissolved or engrained noble gases, the concentration

SECTION III Additional Information s

1. Unplanned Releases h ere were no unplanned releases from the site of radioactive materials in gaseous or liquid effluents to unrestricted areas during the report period.
2. Process Control Program

%ere were no changes to the Process Control Program (PCP) during this report period,

3. Offsite Dose Calculation Manual (ODCM)

%e' ODCM was revised with Plant Safety Review Conmittee (PSBC) approval' on 6-03-86. %is was revision 2 to the ODCM. W e revised pages are dated 5-23-86. A new pathway, grass-goat-milk, was added to the dose calculations. In addition, there were scue changes made to the Environmental Sampling Program. Insert number one lists the specific changes and the revised pages of the ODCM are "tached following the description of the changes.

4. Major Changes to Liquid, Gaseous, or Solid Radwaste Systems These changes will be discussed in the next annual update of the Final Safety Analysis Report as allowed by Technical Specification 6.15.
5. Technical Specification Action Statement Information On January 22, 1986, at approximately 0715 CST, is was discovered that the daily channel check and quarterly analog channel operational test for the iodine and particulate monitoring skid sampler flow rate monitors for the Unit Vent System and Radwaste Building Vent System had been inadvertently excitried from the surveillance program. %erefore, these checks (tests) had not been performed since receipt of the facility operating license (March 11, 1985). Upon discovery of this situation, the Unit Vent and Radwaste Building Vent Systems were declared inoperable and the appropriate actions were implemented. We missing surveillances were completed at approximately 1414 CST on January 22, 1986, restoring the Unit Vent and Radwaste Building Vent System to operable status. This inoperability incident was reported in the Wolf Creek Generating Station Licensee Event Report (LER) number 86-003.

The Secondary Liquid Waste Monitor (HF-RE-45) was declared inoperable on 4-18-86 at 1730 CST due to excessive sight glass leakage. In order to repair the sight glass, a modification to the lines leading to and from the sight glass was required. The lines had to be cut and have unions welded.in place. %is required a plant modification request (PMR) be issued. By the time the PMR was adequately reviewed and approved for implementation 31 days had passed before the sight glass was repaired and monitor HF-RE-45 was declared operable. There were no further time limits for inoperability of liquid and gaseous monitoring instrumentation exceeded during this reporting period as listed in Technical Specifications 3.3.3.10 arxl 3.3.3.11.

( ) 3.4.1 PARTICULATE DETECTOR CALIBRATION

, 3.4.1.1 Beta particulate is monitored by a 50 mm diamter by 0.25 mm thick plastic scintillator optically coupled to a 50 mm diameter photomultiplier tube. This detector shall be calibrated over its range of energy and rate capabilities.

3.4.1.2 For energy ranga calibration four sources shall be used. Each source consists of a filter paper impregnated with a beta emitting radionuclide. The radionuclides used should be Tc-99, Cs-137, Cl-36, and Rh-106. Each source shall be positioned in the filter paper retaining ring and counted separately.

The count rates for each radionuclide source shall be recorded and the data plotted on a graph of cpm /uci versus average beta energy. This curve represents the detectors response characteristics over the range of beta energies observed. The efficiency for setpoint calculations shall be based on the efficiency of the detector for Cs-137, 3.4.1.3 The detector shall be calibrated for its rate capabilities using a filter paper impregnated with standard activities f"]

(,j of Cs-137. Increasing amounts of a standard Cs-137 solution shall be impregnated on a filter paper. The counts per minute for each Cs-137 standard shall be recorded and the data plotted on a graph of counts per minute versus activity. At least three sources covering approximately 1/4, 1/2, and 3/4 of full scale chall be checked.

3.4.2 IODINE DETECTOR CALIBRATION 3.4.2.1 Iodine gas is monitored by absorbing the gas on a charcoal filter element. The charcoal filter is viewed by an NaI(Tl) integral line gamma scintillator assembly.

,/~N 5.0 40 CPR 190 DOSE EVALUATION This section demonstrates compliance with Surveillance Requirements 4.11.4.1 and 4.11.4.2 of the Wolf Creek Generating Station Technical Specifications. Specifically, the annual (calendar year) dose of dose commitment to any Member of the Public due to release of radioactivity and to radiation from uranium fuel cycle sources shall be limited to less than or equal to 25 mrems to the whole body or any organ, except the thyroid, which shall be limited to less than or equal to 75 mrems.

Dose evaluations to demonstrate compliance with Technical Specifica-tion 3.11.4 only need to be performed if the release of radioactive materials in liquid or gaseous effluents exceed twice the limits of Technical Specification 3.11.1.2a, 3.11.1.2b, 3.11.2.2a, 3.11.2.2b, 3.11.2.3a, or 3.ll.2.3b. Otherwise, no further evalua-tion is required.

For the evaluation of doses to an individual from liquid releases, the method described in Section 2.0 will be used. For the evalua-tion of doses to an individual from gaseous releases, the methods described in Section 3.0 will be used.

Cumulative dose contributions from direct radiation from the reactor unit and from radwaste storage tanks shall be determined utilizing the results of routine plant perimeter surveys, TLD data
