MAINE YANKEE ATOMIC POWER COMPANY DOCKET NO. 50-309 MAINE YANKEE ATOMIC POWER STATION AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 93 License No. DPR-36

1. The Nuclear Regulatory Commission (the Commission) has found that:

A. The application for amendment by Maine Yankee Atomic Power Company (the licensee), dated February 3, 1986 and December 8, 1986, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I;

8. The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Ccmmission; C. There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

2. Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.B(6)(b) of Facility Operating License No. DPR-36 is hereby amended to read as follows:

(b) Technical Specifications The. Technical Specifications contained in Appendix A, as revised through Amendment No. 93 , are hereby incorporated'in the license. The licensee shall operate the facility in accordance with the Technical Specifications.

3. This license amendment is effective as of the date of its issuance.

5.2 ORGANIZATION ,

5.2.1 The offsite organization for facility management and technical support shall be as shown in Figure 5.2-1.

FACILITY STAFF 5.2.2 The Facility organization shall be shown in Figure 5.2-2 and:

a. Each on duty shift shall be composed of at least the minimum

< shift crew composition shown in Table 5.2-1.

b. At least one licensed Senior Operator who is assigned responsibility for overall plant operation shall be on site when fuel is in the reactor.
c. At least two licensed Operators, one of which must be a -

licensed Senior Reactor Operator, shall be present in the

' control room whenever the plant is in an operational mode other than cold shutdown or lower condition.

d. An individual qualified in radiation protection procedures shall be on site when fuel is in the reactor.
e. All CORE ALTERATIONS shall be directly supervised by either a licensed Senior Reactor Operator or licensed Senior Reactor Operator Limited to Fuel Handling who has no other concurrent responsibilities during this operation.
f. A fire brigade of at least 5 members shall be maintained onsite at all times. This excludes the two members of the shift crew necessary for the safe shutdown of the plant and any personnel required for other essential functions during a fire emergency.
g. A Shift Technical Advisor, or a combined Senior Reactor Operator / Shift Technical Advisor (SRO/STA) shall be avail-able on-site whenever the plant is in the Transthermal (Condition 4) or Higher Operating Condition (Condition 5, l 6 or 7). A licensed Senior Reactor Operator (SRO) from the minimum operating shift crew, or any other SRO, who meets the qualification requirements for an SR0/STA, may fulfill the SR0/STA function.

h. Personnel requirements of a, d, f and g above may be less than the minimum specified for a period of time not to exceed i

5.3 FACILITY' STAFF QUALIFICATIONS 5.3.11 Each. member of the facility staff mentioned below shall meet-or. exceed the corresponding minimum qualifications.

a. Shift Technical Advisor:

-Has completed Shift Technical Advisor training and has one of the following:

1. - Bachelor degree in engineering. I
2. Bachelor degree in either engineering technology or-

. a physical science, including course work in the physical, mathematical, or engineering sciences.

Acceptable majors include physics, chemistry, 1 mathematics, and engineering physics.

3. Professional Engineer's license obtained by the successful completion of the PE examination.
b. Combined Senior Reactor Operator / Shift Technical Advisor i

(SRO/STA):

1. Meets.the STA requirements'in (a) above and is

} -licensed as a Senior Reactor Operator.

c. Technicians:  ;

l 1. Two years experience applicable to their specialty, or

$ 2. Two years of related academic training in engineering or science and one year experience applicable to their specialty and successful completion of a qualification program applicable to their specialty.

i 5.8.2 Each procedure of 5.8.1 above, and changes thereto, shall be reviewed i by the PORC and approved by the Plant Manager prior to implementation and reviewed periodically as set forth in administrative procedures.

!- 5.8.3 . Temporary changes to procedures of 5.8.1 above may be made provided:

a. - The intent of the original procedure is not altered.

b. The change is approved by two members of the plant' management  !

staff, at least one of whom holds a Senior Reactor Operator

c. The change is documented, reviewed by the PORC and approved by the Plant Manager within 14 days of implementation.
