1. The Nuclear Regu' : 7ry Comission (the Commission)' has found that:  ;

.A. The application for amendment by Maine Yankee Atomic Power .

Company (the licensee), dated June 23, 1987 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set fortn in 10 CFR Chapter I; B. The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of E the Connission; C. There is reasonable assurance (1) that the activities authorized '

by this amendment can be conducted.without endangering the health 1 and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D. The issuance of this amendment will not be inimical-to the common defense and security or to the. health and safety of the pubitc;-

E. The issuance of this amendment is in accordance with 10 CFR Part l 51 of the Commission's regulations and all applicable requirements j have been satisfied.

l 2.- Accordingly, the license is amended by changes to the Technical i Specifications as indicated in the attachment to this license amendnent, and paragraph 2.8(6)(b) of Facility Operating License No. DPR-36 is hereby amended to read as follows:

(b) Technical Specifications The Technical Specifications contained in Appendix A,

' as revised through Amendment No.~ 101, are hereby incorporated in the license. The licensee shall operate i the facility in accordance with the Technical Specifications. 1

3. This license amendment is effective 60 days from the date of this letter.

. . 5.8 PROCEDURES 5.8.1 Written procedures shall be established, implemented and maintained l covering the activities referenced below:

a. The applicable procedures-recommended in Appendix "A" of 1 Regulatory Guide 1.33, (rev. 2), February 1978.

b. Refueling operations.
c. Surveillance and test activities of safety related equipment.
d. Security Plan implementation. l
e. Emergency Plan implementation.- I
f. Fire Protection Program implementation.
g. Process Congrol Program (PCP).

l 5.8.2 Each procedure of 5.8.1 above, and changes thereto, shall be reviewed by the PORC and approved by the Plant Manager prior to implementation and reviewed periodically as set forth in administrative procedures.

5.8.3 Temporary changes to procedures of 5.8.1 above may be provided:

a. The intent of the original procedure is not altered.

b. The change is approved by two memebers of the plant management staff, at least one of whom holds a Senior Reactor Operator License.
c. The change is documented, reviewed by the PORC and approved by the 1

j Plant Manager within 14 days of implementation.

5.8.4 Administrative procedures shall be established to limit the working 'l hours of plant staff who perfenn safety-related functions, e.g. , {

licensed senior operators, ifcensed operators, auxiliary operators, i radiological controls technicians, and key maintenance personnel. '

The procedures will require the following guidelines to be used in' the 1 event that unforeseen problems require substantial amounts of overtime i to be used, or during extended periods of shutdown for refueling.

1 I major maintenance, or major plant modifications, on a temporary basis. j

1. An individual should not be permitted to work more than 16 continuous hours, excluding shift turnover _ time;
2. 4. Except during extended shutdown periods, the use of. overtime should  ;

be considered on an individual basis and not for the entire staff on a shift.

The procedures will . require that any deviation from the above guidelines be authorized by the Plant Manager or his designee, or higher levels.of management. .
