VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS N0. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE B0RON CONCENTRATION INCREASE Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Operating Licenses NPF-4 and NPF-7 for North Anna Units No. 1 and 2, respectively. We request that the proposed changes be approved for implementation during the next refueling outage for each unit and that the amendments be made effective prior to restart from the next refueling outage for each unit.

Reactivity control requirements for the North Anna units have been gradually increasing due to the transition to eighteen month refuelings and the core l

l- power increase. In order to provide these control requirements a soluble boron

! concentration increase is required to maintain the design shutdown margin at refueling conditions. Therefore Virginia Electric and Power Ccmpany proposes

! to amend the North Anna Technical Specifications to increase the boron concentration in the refueling water storage tank (RWST), the casing cooling tank (CCT) and the accumulators. _

l Attachments 1 and 2 provide the proposed Technical Specifications changes for Units 1 and 2. Attachment 3 is a safety evaluation of the proposed changes.

These changes and the supporting documentation have been approved by the Station Nuclear Safety and Operating Committee and by the Safety Evaluation and Control Staff. It has been determined that this request does not pose any unreviewed safety question as defined in 10 CFR 50.59 nor does it pose a significant hazards consideration as defined in 10 CFR 50.92.
