COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 92-08, "THERMO-LAG 330-1 FIRE BARRIERS," DATED DECEMBER 17,1992, FOR DUANE ARNOLD ENERGY CENTER (TAC NO. M85547)

Dear Mr. Liu:

By letters dated July 15, May 16, and January 3,1997; December 13 and October 17,1996; December 1, September 1, June 30, June 2, March 23, and February 28,1995; December 12, November 22, and February 14,1994; and April 5,1993; IES Utilities Inc., responded to Gerseric Letter (GL) 92-08, 'Thermo-Lag 330-1 Fire Barriers," dated December 17,1992, and follow-up requests for additional information dated October 16, and August 22,1996; February 14,1995; December 23 and September 19,1994; and December 21 and June 16,1993; in regard to Thermo-Lag 330-1 fire carriers installed at the Duane Arnold Energy Center (DAEC).

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your letters. Your responses stated that you have performed a safe shutdown reanalysis, rerouted cables, removed and replaced Thermo-Lag from all continuously energized power cable raceways, and eliminated reliance on fire barrier material for all but one enclosure containing continuously energized power cables. This enclosure, containing cables and penetrations, will be protected by Darmatt fire barrier material. On the basis of its review, the staff has determined that you have provided the information requested in GL 92-08 and the actions tracked by TAC No.

M85547 are complete.

However, based on your December 13,1990, response, there remains an open issue involving ampacity derating caused by the use of Darmatt which emerged as a result of the GL 92-08 review. The resolution of this ampacity derating issue is being treated generically and tracked by TAC No. M82809.

Please advise the staff in writing if you change your schedule or the resolution plans described in your submittals, include the bases for any changes in your corrective action plan and a justification for any changes in your schedule. In addition, in accordance with GL 92-08, please advise the staff in writing when the actions described in your submittals have been implemented. GL 92-08 provides the Office of Management and Budget clearance for this
