Dear Mr Lowe:

Thanks for the courtesies extended to me and my staff during our meetings at the Rancho Seco site on March 24 and 25, 1986.

I am enclosing for your information a copy of the meeting report prepared by members of.my staff.

If you disagree with any aspects of our characterization of the meeting as described in the enclosed report, please advise.

Please note that we are expecting a comprehensive restart report from you when members of your management staff have concluded that you have addressed the basic Rancho Seco problems so that the Rancho Seco plant can be reliably and safely operated. As I had stated during the meetings, we will not agree to the restart of the Rancho Seco plant until we are convinced the plant design programmatic and organizational deficiencies have been corrected to provide reasonable assurance that the plant can be operated reliably and safely.
