Return of Rancho Seco to Power Operations - December 26, 1985 From the outset of the transient experienced by Rancho Seco on December 26, 1985, the District activated a recovery task force to address the root cause of the trip and actions required for restart of the plant.

With this letter, the District is presenting its schedule for return to power.

During the past month, the District has interfaced with members of your staff (Region V), the NRC Incident Investigation Team (IIT), NRR, INPO, and the B&W Owners Group.

These interactions have identified specific areas that required not only investigations into understanding the root cause of the trip, but also recommended courses of action to reduce the likelihood for this and related events in the future.

As it has done in the past the District has established a recovery plan which results in a comprehensive " Action List".

This list (Attachment I) includes all the related areas pertaining to the trip, equipment under investigation and the District's intended corrective actions. Attachment I presents a summary and a brief description of each of the major issues addressed by the Action List. Attachment II is the milestone schedule for actions preparing for and leading up to return to power operation.

The schedule the District is working towards, is for commencement of power operation on March 8, 1986.

The District is marshalling all its resources to meet this schedule.

JB Martin / Frank Miraglia January 24, 1986 the NRC, the District will, upon completion of the various Action List items required for startup, submit these items as closure reports to Region V, NRC.

The District also intends to meet with the Region in early February. During this meeting, the District will provide a progess report on its recovery activities and answer questions of the staff.

We trust that the District's plan to resolve the identified open items, will allow the NRC to concur that Rancho Seco is ready to resume power operation.
