SUBJECT:

RANCHO SECO RESTART ACTION PLAN provides the current NRC Action Plan for the restart of the Rancho Seco plant.

This list was developed from F. Miraglia's February 5,1986 memo and has been updated to include the findings of the IIT report and the Commissioner's comments from their briefing by the IIT.

Noted on the enclosure is tentative review assignments.

Please note that additional items will probably

'e added as the E00 completes his review of the IIT report. Ultimately, the f:nal Action Plan will be sent to Rancho Seco as a 50.54(f) request. Copies of th's request will be provided to you at that time.

Also enclosed (Enclosure 2) is the Rancho Seco proposed resolution of issues regarding the December 26, 1985 event. While this response does not address all the issues given in Enclousure 1, it does address many of the items.

Via this memorandum, you are requested to take the following actions:

1.

Review the tentative review assignments given in Enclosure 1 for accu racy.

Provide confirmation, or revise the assignments as appropriate, by COB Friday, March 7 2.

Review the information in Enclosure 2 for your review assignments.

Develop requests for additional information by transmit these requests to Syd Miner (Project Manager) by March 21.

MAR 0 51985 Following issuance of the 50.54(f) letter, and an updated SMUD response, PD-6 will develop a detailed outline for the SER and an appropriate schedule for the overall review.
