STAFF REQUIREMENTS - BRI E@kNGBY'1NCIDENT INVESTIGATION TEAM ON STATUS OF RANCHO SECO, TUESDAY, FEBRUARY 25, 1986, COMMISSIONERS' CONFERENCE ROOM, D.C. OFFICE (OPEN TO PUBLIC ATTENDANCE)

The Commission

• met to be briefed by staff on the loss of DC power in the integrated control system (ICS) event which occurred at the Rancho Seco Nuclear Power Plant on December 26, 1985.

Chairman Palladino requested information on whether or not the Rancho Seco plant has a reactor water level indicator.

Chairman Palladino also requested the staff to respond on why the emergency feedwater initiation and control (EFIC) system has not been installed at Rancho Seco. Commissioner Bernthal requested information on the significance of the EFIC system in '

terms of overall plant safety.

Chairman Palladino requested the staff to provide the following:

1. schedule for follow-up plan;

2. schedule for staff recommendations on corrective action:

3. schedule for staf f assessment as to why plant modifications which should have been done were not done;

4. status of confirmatory orders or letters requiring the plant to remain shut down until NRC is satisfied that corrective actions are completed; and

Chairman Palladino indicated that a follow-on meeting with staff and, possibly, a meeting with the Sacramento Municipal Utility District (SMUD) would be scheduled following receipt of staff's follow-up plan.
