February 15, 1985 Mr. Bruce Mallett, Chief Materials Licensing Section U.S. Nuclear Regulatory Commission, Region III 799 Roosevelt Road Glen Ellyn, IL 60137

Dear Mr. Mallett:

Five copies of our Application for Material License are enclosed along with a check for $1620 to cover the fees for the appropriate license categories.

As we discussed some time ago, Frontier's major business will be the design, manufacture, and distribution of californium-252 neutron sources for reactor start-up and industrial uses.

A min ~or portion of the business may be the production and distribution of cobalt-60 sources, primarily for use in electric furnace wall erosion monitors.

We also plan to offer a q.alibration service for radiation measuring instruments, especially neutron an Tgamma survey meters, and to manufacture and distribute wipe testing kits and to measure the resulting wip @.

i The facility in which we will use the licensed materials is under cons tructi on ;

the frame, roof, and two walls are up.

Completion is

)

scheduled for April 1985.

We have contracts with Monsanto in Dayton.

to purchase much of the. source manufacturing and health physics 4

equipment previously used by Monsanto under NRC License SNM 567, and plan to start taking delivery of uncontaminated items within the next week.

We plan to complete removal of items, including those which are contaminated or radioactive, by June 1985 so that Monsanto may complete its decommissioning.

Initial source production is scheduled for June or early July, 1985.

If you see any reason that our license might be delayed beyond the end of May 1985, please let me know as soon as possible.

I can arrange to be in Glen Ellyn at your request should it be beneficial to discuss Frontier's license application, operations, or any other matters.

We will cooperate in any way we can to facilitate approval of our license application.

If you have any questions relating to our application tp@or to other matters, please call me.
