SCOPE. , This instruction supplements Reference 1-A and shall be applic-l able to all Seismic Category I-cable tray support and clamps designated as Unit Illn all Category I buildings, and provides
- inspection criteria and documentation requirements used to perform the preliminary / final "as-built" drawing inspection /
4 verification as well as any. modification and rework resulting from the preliminary inspection and subsequent design review.
. This instruction is comprised of three parts to outline the stages of inspection as follows:
Part I of this instruction shall provide general inspection () requirements which shall be applicable to Parts II and III. Part II of this instruction shall provide specific inspection and documentation requirements to verify the preliminary and final "as-built" drawings created by Engineering depicting actual field conditions of certain specified attributes of the cable tray hanger. Part III of this instruction shall provide specific inspection and documentation requirements used to perform inspection of cable tray hanger and component modification / rework.

Any weld,' dimension or attribute identified on the preliminary
- "as-built" drawing by Engineering as "IA" shall be verified by the QC Inspector as inaccessible. Inspection shall only be performed on attributes accessible for inspection. No items (i.e. , thermolag, paint, adjacent supports, etc.) shall be removed to facilitate inspection, exceptLas denoted in Paragraph
- 3.7.5.

I 3.1 WORK PACKAGES The paper flow group shall issue a work package for each*CTH that shall initially contain the pr'eliminary "as-built" drawing and a pre-numbered inspection report-(Attachment 1). In addition, PFG shall be responsible for maintaining the current revision of the . preliminary "as-built" drawing as well as inserting the Final j i
"As-built" drawings, DCAs, CDRs, rework travelers, and subsequent inspection reports'when applicable. This shall be accomplished-in accordance with Reference 1-B. ;
- 3.1.1 Cable Tray Support Identification Prior to inspection / verification, the QC Inspector shall verify
, .that the_ cable tray support has been identified by-Site Field *-- Engineering. Identification shall be by'a stainless steel tag with the CTH number permanently stamped on it, and the tag affixed to the CTH with a plastic tie wrap. In the Containment Building, the plastic tie wrap shall be "Tafzel". -
NOTE 1: Tefzel tie wraps are blue, standard tie wraps are white. NOTE 2: The unit designation number may or may not be included on the stainless steel identification tag attached to the support.

General Bolting Requirements. For each support the following shall be verified by the inspector as denoted in Parts II and III (Specific Bolting Requirements).

- c. Material type and grade when required by design for bolts.

- f. Proper bearing contact, bolt heads and nuts resting against the metal or washer with a slope of 1-in-20 or less shall be considered acceptable,
- g. Where bolts are used on surfaces having slopes greater than 1-in-20 with a plane normal to the bolt axis, beveled washers shall be provided. When beveled washers are installed they shall be oriented to reduce the slope below 1:20, but may be installed with either side of the washer against the macing surface of the member. An irregular gap
('g,,,'} , of 1/16" max. is acceptable between the bolchead, the washer (bevel and flat) and the surface of the member. Caps between bolt' heads and nuts and washers are subject to the above provision.
- h. Quantity as shown on the' cable tray hanger drawings and Attachment 11 when applicable.
NOTE: See Attachment 6 for identification of bolting material.
- i. The QC Inspector shall verify that nuts on structural bolts exhibit no looseness when checked by hand only.
- j. ASTM A-449 bolt may be substituted for A-325.
- k. When A-307 bolts are specified on the drawing or Attachment-
- 11, no verification of bolt or nut material is required, i
3.2.1 Support configuration 1 The inspector shall verify that support configuration is in ' accordance with the CTH drawing and the below listed criteria. l
- a. Verification of,all dimensions and/or attributes shown.
Dimensions shown shall be verified to be within tolerances sI , given on Attachment 2. Significant unit of measurement for - gaps shall be 1/32". Significant unit of measurement for all other dimensions including minimums and maximums sha be 1/16". l 4

- b. Support member shape (i.e., angle, channel, etc.), size and-orientation. 'Significant unit of measure shall be 1/16" except for member thickness which shall be 1/32".
For standard members,-the member cize shall be determined-
- using Attachment 7. Member,s must at least meet the minimum dimensions required for the specified member size, however,.
I if any of the member dimensions fall between two member sizes, the lower weight member shall be selected.
- NOTE
- In some cases, Engineering may provide a cross -
sectional view of members that cannot be readily identified. In this case, the QC inspector will verify the as-built member dimensions and may not be required to determine member size.-
- c. Tube s;:ee', or any closed section members used inside the containment having cover plates (cap plates) must have vent

hole (s) and they shall be shown on the drawing. If vent holes are not present. QC shall document as unsatisfactory on Attachment 1 or 16 as applicable.
- d. All drawing sections, plans ana views shall be in agreement with the drawing key plan.
- e. " Angles given on drawing in degrees,'except those used for fit-up verification (i.e.,-30) are not to be verified".
- f. When the CTH drawing states " verify presence" for a component, it shall be understood that do dimensional verification is required and only its existence shall be-verified.
- g. When notes on the drawing specify the' weight (load) of items attachment or adjacent 'to the CTH verification of the load
- is not within the scope of'this procedure.
I 3.2.2 Verification of Supporting Member for Bearing-f Cable tray hanger base members (base plates, base angles,'etc.) shall be inspected for bearing between concrete surfaces and support base. Bearing is acceptable ~if any visible gap is li16" or less for a 5" x 5" envelope around the bolts. _ The envelope shall be determined from the centerline of the bolt. The use.of l . permanent shims to prevent base member distortion during torquing

member shall be grouted per existing site procedures. Document unsat bearing conditions.on Attachment 1 or 16 as applicable. NOTE 1: Base members which,have been previously grouted by the use of epoxy or cement grout are acceptable. . NOTE 2: Shims and tack welds on shims shall be considered Non-Nuclear Safety Related and need not be inspected except for base metal damage. If base metal damage (including undercut) on support members exists as a result of the velding process, which exceeds the limits of Attachment 10, it shall.be documented as unsatisfactory on Attachment.9. For allowable undercut, see Reference 1-D. !
. . NOTE 3: Fill / vent holes are allowed in a base plate as specified in Attachment 15, 3.2.3 Inspection of Misdrilled Holes
- a. Misdrilled holes shall be repaired per Reference 1-E. Final-visual inspection of repaired miscrilled holes shall be per Reference 1-D. :
- b. For determining diameter of misdrilled holes a significant I

- c. The QC Inspector shall use'the following criteria to assess- I the need for repair of misdrilled holes:
3.2.3.1 Misdrilled holes in the support
- a. All unused holes greater than 3/4 inch diameter.shall be repaired.
- b. Unused holes which are spaced 2 inches or less.(measured center to center) from a used or unused, hole shall be repaired.
- c. No unused hole"shall be located in the same cross-sectional *

Conversely, when two (2) unused-holes are in the same cross-sectional plane, one must be repaired. .These configuration shall be documented on an inspection report -(Attachment 9). A cross-section is a section perpendicular to the longitudinal axis of the member.
3.2.3.2 Misdrilled Holes in Cable Tray For cable tray, each sidera11 shall be evaluated independently. See Attachment 8 for typical examples of acceptable and rejectable bolt / hole configuration. Unsatisfactory configurations shall be documented on an inspection report (Attachment 9). NOTE: If cable tray clamp installation results in holes in the cable tray that violate the requirements of this paragraph, they shall be identified in the same manner O as outlined above. 3.3. CABLE TRAY CLAMP INSPECTION 3.3.1 Cable Tray Clamp Welding - Welding on cable tray clamps and miscellaneous cable tray components shall be inspected per Reference 1-D, the CTH drawing and Attachment 11. ' 3.3.2 Cable Tray Clamp Bolting Cable tray clamp bolting shall be inspected per the CTH drawing, Attachment 11 and Paragraph 3.2. 3.3.3 Cable Tray Clamp Installation /Configuratior. , l Cable tray clamp configuration shall be inspected per the CTH l drawing and Attachment 11. When the CTH drawing and Attachment i 11 conflict, the CTH drawing shall take precedence except for gaps. Gaps shall be inspected in accordance with the requirements of Attachment.11 and ilA. Cable tray clamps shall be inspected using the tolerances on Attachment 2, Attachment 11, and the CTH drawing. However, if conflicting toleranchs exists, the tolerances on the CTH drawing s, shall be used. 1 l

Attachment 14 shall be used to determine inspection crichtation of the cable tray clamps. 3.3.'4 Field' Fabricate'd C1 amps The inspector shall verify that field fabricated clamps meet-dimensional requirements as shown on Attachment 11. The only type clamps that are both vendor-supplied and field
- fabricated are types A and C. Type A and C clamps which are not-hot dip galvanized are field fabricated.

3.4 CABLE TRAY' l The-QC Inspector shall verify that cable tray nominal width,- j nominal depth, location and orientation are as shown on the preliminary "as-built" drawing. s i NOTE: Bus duct - Where criteria in this instruction or CTH i drawings refer to " cable tray", the criteria'shall also j be used for " bus. duct" when. applicable. 3.5 ADDITIONAL ATTACHMENT TO CABLE TRAY HANGER Additional attachment to.the cable tray hanger (i.e., conduit i support, pipe support, etc.) shall be verified as shown on the preliminary "as-built" drawing. Attachment of-thermocouples . l (fire sensor wires), and.1/2" or smaller grounding cables to the 4 CTH shall not be considered as an additional attachment. 3.6 GENERAL DOCOMENTATION REQUIREMENTS- -{ . 3.6.1 Document Review j
- The cable tray hanger Quality Control Supervisor or his designee shall review and complete the cable tray hanger package review checklist (Attachment 13) in accordance with the inspection requirements of this procedure.

1 .PART II + 3.7 INSPECTION / VERIFICATION OF THE PRELIMINARY AND FINAL _"AS-BU'ILT" DRAWING

3.7.1 Use of the Inspection Report and the Attached Drawing Each' package shall contain a prenumbered inspection report and a copy of the preliminary as-built drawing to be used.as an
. attachment to the inspection report.
The copy of the drawings shall be identified,with the inspection report and page numbers, then signed,-dated and-attached to the body ol the inspection report. Signing of the copy of the preliminary "as-built" drawing shall indicate acceptance of.all , dimensions, attributes and welds shown on the drawing which are not listed as unsatisfactory on the. inspection report (Attachment

1). NOTE: Clamp gaps, shall be verified as shown on Attachment 11/11A of this instruction'whether shown on the. Preliminary "As-Built" drawing or not. 1 Normally only one copy of the drawing shall be used to document
- all unsat conditions (welding,' dimensions,1 configurations, etc.),
however, an additional drawing or attachments may be used.if , necessary. All drawings (s) and attachments shall be . attached to i the body of the inspection report, i [ 4 3.7.2 "As-Built" Verification of Dimensions and Attributes , On the preliminary "as-built" drawing each dimension and/or-attribute shown shall be checked for compliance, using the tolerances listed on Attachment 2. Inspection results shall be documanced by checking the applicable e block (Sat, Unsat, or N/A) for each pre-determined attribute on
- the inspection report (Attachment 1). When unsatisfactory 1

- 1. If any damage or defect has been removed by grinding the repair area shall be no larger than 2" in diameter, be well faired without abrupt changes in contour and meet the maximum depth requirements as listed in Section 2.
- 2. Maximum depth for base metal defects Structural shapes:
- 1. 1/32 inch, for nacerial less than 3/8 inch in thickness.
- 2. 1/16 inch, for material 3/8 to 2 inches inclusive in thickness.
- 3. 1/8 inch, for material over 2 inches in thicknass.
Plate:
- 1. 7% under place thickncss for plate 3/8 inch and less.
