BLACK COX SIMULATOR P:CJECT UPDATE The following facts are pertinent to the Black Fox s i mu l'a t'or p*c oj e c t :
1.
The project has been through the SCRB with no problem whatsoever.
2.
The commission paper has been written by Levi Baisden of Contracts.
I reviewed the draft, with minor comment, on Wednesday 5/15/85. The smooth paper was to have been developed on Thursday or Fricay with the sign off proceedure started at that t ime (Con trac ts/IE/EDO).
Levi Baisden has been thanked for expediting the Phoenix contract.
I tried several times to contact Levi Baisden on Friday 5/17/85, but he was apparently in meetings all day.
Levi estimated that the paper should be signed off by the EDO during the week of 5/20/95, perhaps as early as Wednesday.
This is likely optimistic, but we.need to keep on top of the situation.
3.
The Phoenix Associates contract is proceeding smoothly.
I have met with since initial meeting at the Phoenix office. The Mark Birnbaum of Phoenix ony//28/85 /he site visit is confirmed for X/31/85.
I have arranged to have the right SE people on hand for the visit. Tom Averitt of GE (deliverer of the unsolicited proposal) will alsy be in Tulsa for a couple of the days. Mark Birnbaum and I will
,.- fly into Tulsa on 3(/28/85. The rough agenda for the site visit is attached.
4 I talked to Levi Baisden of Contracts and Lou Fisher of Admin. Building Ops. about the possibility of the Plan B option for space procurement (having GE develop the space, lease it from Osborne Enterprises, and sublease it to NRC).
'evi was not sure whether this option would be included as part, of the r'egular contra:t, be a separate contract, or what.
5.
We are already into Plan B mode. We have been told by our GSA contact (Gary Mote of their Atlanta region) that GSA is out of money. There is a free:e on GSA procurement of new space. This freeze is expected to last all year. Any request for additional space submitted to GSA will be tabled until the freeze is off. This has Deen confirmed by Lou Fisher of Acmi... Building Ops.
