/ DIABLO CANYON ALLEGATIONS Task: 1505 + 1506 CODE "E"

,t' ATS No: RV 84A114 BN No: NONE Characterization Allegations 1505 and 1506 are concerned with the safety of 8 one ton cylinders of chlorine stored on-site. The safety concerns are with respect to sabotage and storm driven wave damage. The allegations are stated to be threats to Raactor Safety as well as to residents living downwind of the Diablo Canyon facility.

Implied Significance to Plant Design, Construction, or Operation The Diablo Canyon Reactor Control Room Habitability System is designed to detect chlorine gas and isolate the ventilation ~ system. Detection and iso-lation provides interim protection so that the control room operators can don emergency breathing apparatus. Hence, the control room operators are suffi-ciently protected for conducting a safe shutdown of the facility. Other employees on-site would need to evacuate, as has been done at other reactor facilities as well as chemical plants when chlorine is accidentally released.

Assessment of Safety Significance The Diablo Canyon control room is designed to protect the operators in event of chlorine leakage. Hence, the presence and potential release of the on-site chlorine is not a significant hazard with respect to the safety of the plant.

SAB, will, however need to evaluate the consequences of the postulated chlorine spill on residents who live downwind of the site.

Staff Position .

The Staff considers that the Diablo Canyon Control Room Cperators are protected adequately against the effects of a release of the on-site chlorine. With respect to off-site residents, the staff believes that the chlorine hazard is not significant. However, the basis for this assessment has not been formally documented. The Staff intends to evaluate the off-site concentrations of a chlorine spill at resident locations downwind.

Action Required SAB will estimate the extent of a chlorine release with respect to the off-site residents. Another division will need to address the question of sabotage.

EHEB will provide an assessment of the consequences of a potential chlorine release on the off-site residents.
