SUBJECT:
DIABLO CANYON ALLEGATIONS Attached is a submittal from GAP dated November 1,1984 containing a number of allegations related to Diablo Canyon Unit 1 and in some cases Unit 2.
We are currently awaiting Region V to advise us as to those allegations they wish us to be responsible for.
Based on a quick screening, it appears to me that we will inevitably be asked to accept responsibility for a number of allegations in the piping and structural areas.
In any event, each branch should make an initial screening to determine what relation these allegations may have to inquiries previously performed by NRR and to access what impact these allegations may have on our review to date.
In particular, with regard to Unit 2, if an allegation fits naturally into one of our ongoing reviews then I don't thing we should wait to hear from Region V before at least making an initial exploration of the matter.
Certain of the allegations are unique in that they cut across the areas of seismic design for piping and some aspects of the fire protection review.
By copy of this memo I am sending a package of these allegations to Bill Johnston, Assistant Director for Materials Chemical & Environmental Technology, requesting review of the fire protection matters.
I herewith request that MEB establish the necessary liaison to assure that the review related to seismc design of piping and design of piping in accord with fire protection standards is complete.
