Diablo Canyon Unit 2 Review Preparation for the review of issues related to seismic design of structures and piping discussed in the subject memo has been completed.
We propose to use the task team approach, combining the expertise of staff and consultants that evolved in the review of Unit No. 1.
The designated teams and the assignments to those teams are attached.
The structural team conducted an audit during the week October 1-5, 1984.
The internal review program, piping analysis and pipe support teams are now scheduled for an audit the week of October 22-26, 1984; the audit of the piping and support configuration team is to some extent contingent on the earlier audits cited above and is tentatively scheduled for the latter part of October.
The focus of the review will be those aspects, of structural design, piping and related design organizations that differ significantly from Unit No. 1 as well as the interfaces between Unit 2 and Unit 1 piping and structures The review teams will also be responsible for assuring that all allegations, past and recent, that bear on their areas are evaluated and that all IDVP, ITP, SSER and Appeal Board issues are covered as required.
l Present indication based on discussions with Region V personnel are that NRR will continue to have complete responsibility for review of all matters related to piping and pipe supports. We will therefore require assistance from IE quality assurance specialists to follow design QA programmatic issues throughout this review. We will be discussing this matter with IE.
Each team will prepare a report summarizing their activities and providing their conclusions.
If necessary the team leader and/or required team members will serve as witnesses for the particular areas reviewed. We i

SSER and will thus constitute the bulk of the staff input for structures, piping and pipe supports.
Although we will work toward the schedule given in the subject memo we believe the applicant's schedule upon which it is based is optimistic and unlikely to be fully realized. Our past experience shows that while the large majority of the applicant's activities may be completed within initial projected schedules the more complex, and sometimes pivotal-issues carry over. As a result of the structural audit conducted last week we have identified significant areas of review e.g. certain aspects of the turbine building analyses and buried conduit analyses that were not ready for ous review and will not be ready until later in October. Our' judgement, based on our current assessment of the applicants status, is that the final portion of the SSER input to DL, resolving the more important issues, is more likely to be available in early to mid December,- [* /},N..
