Farley Nuclear Power Plant, Unit 2 (Farley 2'or Unit 2) located in Houston County, Alabama.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action l

l The proposeo ac'. ion would grant an exemption from the requirement of 10 CFR 50.55a(g)(4)(ii) to authorize a program update at this time to the ASME Code, 1983 Editio.1, through the Summer 1983 addenda, for the Farley 2 Inservice Inspection (ISI) program and the farley 2 Inservice Testing (IST) program.

Thereby, the ASME Code of record for Farley 2 would be updated three years in advance of the July 31, 1991, Code requirements. Also, the upaated Farley 2 program would continue through the first and second 40-month periods of the second ten-year interval until December 1,1997. This action would allow the licensee to maintain and exereirt one set of ISI and IST program requirements for both Unit 1 and Unit 2. The licensee intends to update the programs to be performed starting in 1997 in order tnat Code requirements for the remaining life of the plant remain the same for both units. 4 8908230422 080810 4 DR ADOCK Obc

  • 4 2-The Need for the Proposed Action

The licensee has described the need for the action as fo lows:

The requested exemption is needed because the 151 and IST Programs for Farley Nuclear Plant would otherwise be accomplished under two different editions of the ASME Code. Although administratively possible, this situation could contribute to the increased administrative overhead in the performance of inspection and testing requirements to two different editions of the Code. This would create an cdditional administrative workload for what could be described as only nominal technical differences in the inspection and testing requirements.

The Commission agrees with this assessment. ,

QvironmentalImpactofProposedAction The licensee has reviewed the environmental impact of the proposed action as follows:

The proposed exemption would provide a degree of l inservice inspection and testin that is equivalent to l

that required by 10 CFR 50.55a(g)(4), g such that there wculd be no increase in the risk of f ailure for operation readiness of pumps and valves or other components whose function is required for safety at these facilities.

Consequently, the probability of failure for operational readiness of components would not be increased, the radiological risk would not be greater than determined previously, and the requested exemption would not otherwise affect plant radiological effluents. Therefore, we conclude that there are no significant radiological environmental impacts associated with this proposed exemption.

With regard to potential nonradiological impacts, the proposed exemption involves features located entirely within the restricted area as defined in 10 CFR Part 20.

It would not affect plant nonradiological effluents and would have no other environmental impact. Therefore, we conclude that there are no significant nonradiological environmental impacts associated with the proposed exemption.

  • 3 The Commission agrees with this assessment. There would be no significant increase in the allowable individual cr cumulative occupational radiation exposure. Therefore, the Commission concludes that there are no significant radiological and nonradiological environmental impacts associated with the propo3ed smendment.

Alternative to the Proposed Action Because the Commission has concluded that there is no significant environmental impact associated with the proposed exemption, any alternative to this exemption will have either no significantly'different environmental impact or greater environmental impact. ,__.

The principal alterr.ative would be to deny the requested exemption. This would not reduce environmental impacts as a result of plant operations.

Alternative Use of Resources This action does not involve the use of resources not previously considered in connection with the "Final Environmental Statement related to the operation of the Joseph M. Farley Nuclear Plant, Units 1 and 2," dated DecemQer 1974.

Agencies and Persons Consulted The NkC staff has reviewed the lisensee's request that supports the proposed exemption. The NRC staff did not consult other agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed exemption.

Based upon the foregoing environmental assessment, we conclude that the prepoted actics will not have a significant effect on the quality of the humar, environment.
