P-STAR Criterion for Steam Generator Tube Plugging - McGuire Nuclear Station, Units 1 and 2 Your letters of June 24 and July 1,1986, proposed amendments to the Tech-nical Specifications for the McGuire Nuclear Station that would eliminate the need to plug steam generator tubes with defects located at least a cer-tain distance below the top face of the tubesheet region. The proposed distance, called P-Star, is 2 inches.

In support of the proposed change, your June letter provided a Westinghouse Report, "McGuire Units 1 and 2 Tubesheet Region Plugging Criterion." The analyses within the Westinghouse Report are intended to demonstrate that in the event of a "circumferential" separation of the tube below P-Star, the travel upwards of the separated tube would be limited to a position where the extrados surface of the U-bend apex is in contact with the tube directly above it. He find that the potential safety implications associated with tube separation and movement, such as accelerated wear and leakage, have not been previously reviewed. Therefore, we are unable to agree that such a change would not cause a significant reduction in a safety margin or a significant increase in the probability of an accident previously evaluated.

Thus, we cannot conclude that the proposed amendment does not involve a significant hazards consideration. Accordingly, we are issuing the enclosed notice of opportunity for prior hearing.
