Dear Mr. Denton:

i The purpose of this letter is to inform the NRC staff of the present schedule for j the ongoing Unit i refueling outage, as Duke Power has proposed changes to the

] McGuire Technical Specifications for which NRC approval is required prior to

restart of the unit.

The first Specification in question concerns steam generator tube plugging j criteria. This change was requested by letter of June 24, 1986 and supplemented July 1, 1986. Approval of this change is required prior to unit entry into i

operational Mode 4 (hot shutdown, Tave greater than 200 ' degrees F1 If approval of l this specification is not received, it will be necessary to either extend the t j outage pending approval, or extend the outage in order to plug the approximately i

one hundred affected tubes. Entry into Mode 4 is presently scheduled for August 4 22, 1986.

The second proposed change to the Technical Specifications involves the proposed I change to the moderator temperature coefficient (MTC) and specifications relating i to relaxed axial offset control (RAOC) as transmitted by letter of May 15, 1986 i with related transtaittals dated May 23, June 6, and June 30,'1986. Approval of this proposal is highly desirable (to prevent operating restrictions as explained in the May 15 letter) prior to startup. Criticality following the outage is  !

scheduled for August 26, 1986.

j A third submittal, concerning containment penetrations and dated May 14, 1986,

! initially requested approval by the end of the outage, but as it has been determined that since the outage service penetrations do not bypass containment I

they (the penetrations) do not need to be added to the table and thus the proposed j change is not needed by the'end of the outase. A' supplemental proposal detailing j this will be-forthcoming. {
