REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE (CAW-86-061)

By application dated July 23, 1986, Duke Power Company submitted WCAP-10949 titled "Tubesheet Region Plugging Criterion for Full Depth Hardroll Expanded Tubes" along with your affidavit dated July 2E,1986, and requested that they be withheld from public disclosure pursuant to 10 CFR 2.790.

Your affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

1. The infomation sought to be withheld from public disclosure is owned and has been held in confidence by Westinghouse.
2. The infomation is of a type customarily held in confidence by Westing-house and not customarily disclosed to the public.
3. The infonnation was transmitted to the Consnission in ccnfidence.

The infomation sought to be protected is not available in public sources.

Public disclosure of this infomation would cause substantial harm to the competitive position of Westinghouse because it would enhance the ability of competitors to provide similar analytical documentation and licensing defense services for comerical power reactors without commensurate expenses.

We have reviewed your application and the material based on the requirements and criteria of 10 CFR 2.790 and, on the basis of your state:nents, have deter-mined that the submitted infomation sought to be withheld contains trade secrets or proprietary consnercial information.

Therefore, be withheld fromthe version of the submitted public disclosure pursuant toinfonnation marked 10 CFR 2.790(b) as p(roprietary
