Dear Mr. Denton:

Attached are proposed License Amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively. The proposed changes seek to modify the steam generator tube plugging criteria for the tubesheet region of the steam generators. The proposal would allow an evaluation to be performed for degraded tubes within the tubesheet to determine the need for corrective actions, thus preventing the unnecessary plugging of steam generator tubes with the accompanying impacts of reducing RCS flow and increasing personnel exposure.

Attachment I contains the proposed Technical Specification changes; Attachment 2 contains the Justification and Safety Analysis in support of the proposed changes; Attachment 3 contains the Westinghouse Report "McGuire Units 1 and 2 Tubesheet Region Plugging Criterion", proprietary and non-proprietary versions; Attachment 4 provides a determination that the proposed changes would not involve any significant hazards consideration as defined by 10 CFR 50.92.

As Attachment 3 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations. Correspondence with respect to the proprietary aspects of the Application for withholding or the supporting Westinghouse affidavit should reference CAW-85-035 and should be addressed to R.A. Wiesemann, Manager, Regulatory and Legislative Affairs, Westinghouse Electric Corporation, P.O. Box 355, Pittsburgh, Pennsylvania 15230.

Due to the unexpected number of indications in the tubesheet region, Duke was unaware that this amendment would be necessary to avoid a delayed start-up from the current refueling outage. On this basis, Duke Power requests exigent review and approval in accordance with 10 CFR 50.91(a)(6) with approval by July 21, 1986. Attachment 5 contains the basis for meeting the criteria for an exigent license amendment.

This revised steam generator plugging criteria has been a matter of dis-cussion between the industry and the NRC for some time. South Carolina Electric and Gas submitted a proposal dated January 16, 1986 to incorporate the criteria into the specifications for V.C. Summer. The NRC staff has been pursuing this issue on a generic basis and per discussions between our respective staffs, we understand that the technical review process is es-sentially complete. We have included several conservatisms in our proposal (specifically, the P* distance and the definition of intact tube) to facil-itate review and approval. Duke Power may choose to propose different, less conservative values at a later date.
