Dear Mr. Denton:

By letter dated June 24, 1986 and supplemented July 1, 1986, July 23, 1986 and August 5, 1986, Duke Power proposed changes to the steam generator tube plugging criteria in the McGuire Nuclear Station Technical Specifications initially to l-incorporate the P* criteria for steam generator (S/G) tube plugging, then to base the proposal on the F* criterion after discussions between our respective staffs.

Subsequent to the last submittal, discussions were held related to the period of time during which the F* criterion would be applicable. Accordingly, Duke is proposing the revision contained in Attachment 1 of this letter to supercede the l

wording that had been proposed by my letter dated August 5, 1986. The bases of this proposal is contained in the following discussion.

4 It is Duke's interpretation of Technical Specification 4.4.5.2 that F* tubes (i.e.

those tubes with indications in the tubesheet region below the F* distance) fall l

within the category of tubes "where experience has indicated potential problems" (i.e. Technical Specification 4.4.5.2.b.2).

This inspection of F* tubes would be in addition to the minimum sample size required by Specification 4.4.5.2.

These "F* tubes" will be inspected during every inservice inspection. Duke will perform cn inservice inspection of the McGuire steam generators during each refueling cutage.

l In discussions with the Staff, it was determined that at least two operating cycles worth of tube inspection data would be desirable prior to providing cxtension of the F* criterion. For McGuire Unit 1, the first set of data would be cvailable during refueling outage (RFO) number 4, and the second during RF0 number 5.

Similarly, two sets of data would be available for McGuire Unit 2 following RPO number 5.

Following collection of the data, sufficient time is needed by Duke to review and analyze the results and, if justified prepare a license amendment submittal proposing a revision to the expiration date. Following receipt of the o\\

Additionally, in order to retain certainty of the acceptance criteria throughout the operating cycle of each unit, the note should not expire during an operating cycle.

Thus, the wording of the proposed change indicates that application of the F*

criterion will expire at the end of fuel cycle 5 for each McGuire unit. The end 1

of fuel cycle 5 will allow for one cycle of inspection results to be obtained and one fuel cycle to review and analyze the data and to process a license amendment.

The inspection results of the fifth refueling outage may be reviewed to allow i

further verification of the validity of the F* criterion. At that time, the F*

criterion will expire and may only be extended via NRC approval of a proposed license amendment.

i This proposal also contains clarifications that all F* tubes will be inspected (a definition of F* tube is included) and a reporting requirement for F* tubes.

This submittal supplements an earlier proposal, thus no license fees are enclosed.

Duke Power believes that sufficient information has been submitted and discussions 4

between our respective staffs have been sufficient to assure prompt, positive technical closure of this issue to support the scheduled August 19 entry into Mode 4 (Hot Shutdown), however, please feel free to contact us if you require any additional information.
