RECORD OF TELEPHONE CONVERSATION REGARDING CONTROL AREA I VENTILATION SYSTEM MODIFICATION (TACS 65649 AND 65650)

On November 9, 1988, Messrs. D. Hood, C. Nichols, and B. Schin of the NRC called Messrs. S. LeRoy, M. Tertaglia, and J. Richardson of Duke Power Company regarding Duke's propcsed design modification and associated technical specification change to the control area ventilation (VC) system for McGuire Nuclear Station, Units 1 and 2. The changes are described in Duke's letters of June 19, 1987 and February 24, 1988.

The NRC requested the following additional information:

1. The proposed modification would replace two 50% capacity fans with one 100% capacity fan and decrease existing ducting and instrumentation.

Discuss the probabilities and consequences (operator exposure) associated with potential malfunctions of the existing system design ar.d the proposed system design. Using these results, show whether the benefits of the ,

change outweigh the risks associated with implementation of the modifi-cation. <

2. What alternatives to the proposed modification were considered? Was consideration given to retention of a two-fan design but replaced by fans of higher reliability? What were the advantages of the proposed  ;

modification which caused it to be selected rather than the alternatives considered?

3. Clarify your request regarding: (a) The operating status of each McGuire [

unit when the modification is being implemented; and (b) Whether the 21 days i requested is on a per-train, per-unit, or per-station basis.

4 Your letter of June 19, 1987 explained why 21 days rather than 7 days  !

2-Duke stated that NRC approval of the TS change associated with implementing this modification will be needeo for the next Unit 2 refueling outage, which is presently scheduled to begin in June 1989. Duke estimated that responses to the above request could be provided in about 45 days, f/f Darl S.
