SUBJECT:

REQUEST FOR EXCEPTIONS TO THE N+1 POLICY This refers to your memorandum dated January 13, 1993, in which you requested exceptions to the N+1 policy for St. Lucie and McGuire.

I have carefully reviewed your request and the supporting information and have arrived at the following decisions:

1.

St. Lucie - The exception to the N+1 policy is approved based on the plant being recognized at the Spel as a good performer.

2.

McGuire - The exception to the N41 policy is approved based on the generally good performance of the plant and the proximity of McGuire to Catawba, a plant of similar design also operated by Duke Power Co. and staffed at N+1.

The exceptions described herein are effective for a period of two years.

During this period, you should closely monitor the performance of the facilities where stat.ing is less than N+1.

If there is a noticeable decline in performance at a facility, the exception to N+1 will be readdressed.
