Dear Sir:

Attached are three signed originals and 40 conformed copies of Revision 1 to License Change Application 26 requesting amendment of Operating License NPF-1.

Since this License Change Application ad been submitted prior to the effective date of the revision to 10 CFE 170, it has been determined that no fee is required for this revision.

In anticipation of a forthcoming amendment to 10 CFR 50, Section 50.55, we are developing our detailed Pump and Valve Inservice Testing (IST)

Program to comply with the requirements of ASME Section XI, 1977 edition, summer 1978 addenda. The detailed Pump and Valve IST Program and our request for exemptions from the code will be submitted prior to June 20, 1979.

However, we have now had 3 yr experience with our Inservice Inspec-tion (ISI) Program for ASME Code Class 1 and 2 piping and components in accordance with the requirements of ASME Section XI, 1974 edition, summer 1975 addenda, exclusive of articles IWP and IWV but inclusive of Appendix III of the winter 1975 addenda. The ISI Program for Code Class 3 piping and components has been developed over the past year to be performed during the spring 1979 outage. We will submit ou r ISI Program with the necessary relief requests in conformance with the above editions of the code prior to June 20, 1979. We are also commencing work to revise and update our ISI Program to conform to ASME Section XI, 1977 edition, summer 1978 addenda, pending the pro-posed rule change to 10 CFR 50.55, but a completion date and results of this endeavor are unknown at this time.

Also attached is one signed copy of a Certificate of Service for License Change Application 50 to the chief executive of the county in which the facility is located and the Director of the State of Oregon, Department of Energy.
