V0GTLE NUCLEAR PLANT UNITS 1, 2, 3, AND 4

o RESPONSES TO AGENCY COMMENTS 1.

Cow-milk pathway radioicdina dose calculations.

(EPA pp. 1, 3)

. The first real cow is used for evaluating ALAP and in deriving technical specifications. The ' staff does not evaluate the cow-milk pathway dose at the nearest potential pasture for inclusion in environmental statements.

2.

Basis of calculated doses.

(EPA p. 4)

All calculated doses in sections 5.3 and 5.4 of the DES are based upon the operation of all four units of the Vogtle site.

3.

Combined Effect of Oconee, Savannah River Plant, and Vogtle Operations on Radioactivity in the Savannah River.

(EPA p. 4, Beaufort-Jasper County Water Authority, S.C. Dept. Health and Environmental Control, Lower Savannah Regional Planners)

The staff does not evaluate the regional impact of multiple plant operation. This decision is related to the considerations unnn w'nich 10 CFD 50 prcptsed A;per. dix I.:cre based.

The proposed site boundary dose of 5 mrem per year was developed on the basis that, from the standpoint of radiation exposure to humans and U.S. projected power needs to the year 2000, regional effects would be minimal.

It is agreed that in some instances consideration of regional effects may be necessary, especially where the impact of plant effluents may not be linear with concentration in the environ-ment.

Such is the case with thermal and chemical effects.

.i On the other hand, radiation effects on humans are now assumed to be linear with dose, and it is a simple matter to estimate impact for a region by examining the individual Environmental Statenents or similar documents for plants in the area.
