Site Features of the Vogtle DEIS, and the population projection for the

- year 2010 out to a distance of 500 miles around the Vogtle site. The O to 10 raile population is based on the applicant's 1980 input.

From 10 to 50 miles we used data froa the Oak Ridge National Laboratory, and from 50 to 100 miles the data obtained from Donnelley liarketing and Infomation Services were used.

The 100 to 500 mile data are based on the county population statistics provided by the Pureau of Econenic /nalysis (P.EA).

Pro,iections for the year 2010 were derived by applying averace ane.ual~ percent growth rates obtained fren the SEA for the radius of interest (0-500 miles) using the coordinates 33' 00' 29"N latitude and 81* 45' 45"U longitude in zone 17 cf the Vogtle site.

The NRC's reactor site criteria,10 CFR Part 100, reouire that every power '

reactor site have certain characteristics that tend to reduce the risk and potential impact of accidents.

The discussion that follows briefly describes the Vogtle site characteristics and how they meet these requirements.

First, the site has an exclusion area, as required by 10 CFR Part 100, which is an irregularly shaped area that confonns to the site property lines.

The minimua distance from the center of the Unit I containment building to the exclusion area boundary is 1097 m (3600 ft.).

The Georgia Power Co. (GPC) and the co-owners of the Vogtle Electric Generating Plant (VEGP) own the entire 3169 acres of surface and mineral rights in the area which comprises the Vogtle site.

There are no residents living within the exclusion area.

Activities unrelated to plant operations that occur within the exclus'iori area include those associated with the construction of Unit 2, and with persons in and around the visitors' center.

Other activities in the exclusion area involve the maintenance and operation of the GPC simulator, and Plant llilson which is a combustion turbine plant also owned by the GPC.

As required by the regulations on Reactor Site Criteria,10 CFR Part 100, the GPC has the authority to control all activity within the exclusion area.

There are no railroads, waterways or highways traversing the exclusion area.

In case of an emergency, arrangements have been made with local authorities to limit access and to control the activity and evacuation of everyone in. the exclusion area.

Second, beyond and surrounding the exclusion area is a low population zone (LPZ), also required by 10 CFR Part 100.

The LPZ for trfe Vogtle site is a circular area with a 3.2 KM (2mi) radius measured from a point centered on a line midway between units 1 and ?.

Except for the Savannah River and the swanpy flood plain which extends partly into the Savannah River Plant (SRP) property, the LPZ consists mostly of wooded areas There are very few recreational activities on the river, llithin the LPZ, the arplicant must assure that there is a redsorable probability that appropriate protective measures coJld be taken on behalf of the residents and other members of the public in the event of a sericus accident.

The applicant has indicated that there were about 495 persons residing in the LPZ in 1980, consisting mostly of workers

connected with the construction of Units 1 and 2.

This number is expected to

. increase to a maximum of about 517 before Unit 2 is completed,at which time it is expected to decrease to about 27.

Duri,ng the operating lifetime of the plant, the population in the LPZ is not expected to exceed 75 persons.

In case of a radiological emergency the applicant has made arrangements to carry out protective actions, including evacuation of personnel in the vicinity of the Vogtle plant.

Third,10 CFR Part 100 also requires that the distance from the reactor to the nearest boundary of a densely populated area containing more than about 25,000 residents be at least one and one-third times the distance from the reactor to the outer boundary of the LpZ.

Since accidents of greater pctential hazards than those commonly postulated as representing an upper limit are conceivable, although highly improbable, it was considered desirable to add the population center distance requirements in Part 100 to provide for protection against excessive exposure doses to people in large centers.

The city of Augusta, Georgia, located about 40km (25mi) north-northwest of the site, is the most densely populated center near the plant.

The population of Augusta was 47,532 in 1980.

The distance from Augusta to the site is at least one and one-third times the distance to the outer boundary of the LPZ.

There are no cities larger than Augusta within 50 miles of the site.

The closest large city is Columbia, South Carolina, located about 75 niles away in a northeasterly direction. Columbia had a 1980 population of 101,208.

The population density within,30 miles of the site is projected to be 97 persons per square mile, when the plant is scheduled to go into operation.

It is not expected to exceed 145 person per square mile during the life of the plant.

The safety evaluation of the Vogtle site has also included a review of potential external hazards, i.e., activities of f-site, that might adversely affect the operation of the plant and cause an accident.

This review enccripassed nearby industrial, transportation and military facilities that might create explosive, missile, toxic gas, or similar hazards.

The risk to the Vogtle facility from such hazards has been found to be negligibly small.
