ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION CONCERNING ELECTRICAL MODIFICATIONS AT FORT ST. VRAIN We have reviewed the submittals from the Public Service Company (PSC) of Colorado, the licensee for the Fort St. Vrain Nuclear Generating Station, concerning the upgrading of the essential 4160-/480-volt power distribution system in Building 10. As a result of this review, we request the following additional informationt Q1. A letter from the Proto-Power Management Corporation (dated November 19, 1982) attached to CN-1462, described three safety-related concerns related to the fire study. These concerns are as follows: 1) the cables for inverters 1A and IB are in the same fire area, 2) the cables for inverters 1A and 1C r are in the same fire area, and 3) emergency lighting was not included in the design for Building 10. Provide a discussion as to how these concerns have been resolved.

,, Q2. In Table 3 of Attachment "A" to letter P-84230 (PSC to NRC),

l dated July 25, 1984, a temperature of 120*F was listed for j Building 10. Confirm that all Class 1E power, control, and I

instrumentation cables in Building 10 have been qualified for an ,

j environment of 120*F.

d Q3. The bus designation shown in CN-1332B is different from that shown on Figure 8.2-13, and some of the buses mentioned in  ;

CN-1332B are not shown on Figure 8.2-13 (e.g., interruptible bus 2 is not shown on the drawing; non-interruptible busses 1C and

, IC-1 are referred to as "non-interruptible bus 3" in text).  ;

Provide the correct information.

! Q4. CN-1332B calls for the installation of electrical equipment on the mezzanine; however, the fire study (CN-1462) states that no  !

electrical equipment was mounted on the mezzanine when the study was made. Has the fire study been re-done or modified to include  !

the new equipment mounted on the mezzanine? Provide the fire '

study information for all new equipment installed in Building 10, including that installed on the mezzanine.

QS. CN-1332B shows that inverter 1C is powered from two different essential buses (1 and 2), instead of from a single essential bus, as is the case for inverters 1A and IB. Which division does inverter 1C belong to, and what safety-related system does it serve? Are these systems required for safe shutdown of the plant?

Q6. Figure 8.2-13 in CN-1332 does not show the inverter IC tie-in to the DC bus; however, this tie-in is shown in the same figure in r

CN-1332B. CN-1332 and CN-1332B appear to be the same, with some subtle differences. Does the DC bus tie-in exist? Also, correct Figure 8.2-13.

Q7. For the work called for in CN-1332, provide data showing that the installed cables (existing or new) have been analyzed to determine if they can handle the higher short circuit currents that are now available, taking the maximum temperature conditions into account.

Q8. CN-1391 provides for installing batteries which have a greater amp-hour capacity than the existing batteries, but does not provide for upgrading the power cables. Confirm that the existing cables will handle the higher (by a factor of 2) short circuit currents that are now available.

09. CN-1391 states that the battery capacity was increased to accommodate existing overloads, as indicated in Section 3-C of CN-1391. This overload should be reflected in the performance test of the battery discharge rate, as indicated in the design analysis,Section XII of CN-1391. Confirm that the battery discharge tests have been upgraded to reflect the new load conditions.

Q10. It is not clear from CN-1294 if old circuit breakers and switchgear are being kept and used. In addition, neither the old l

versus new KVA ratings of the electrical equipment nor the size of new loads are stated. Provide this information.

Q11. CN-1294 states that the AC circuit breakers are fused. Supply j the design details for the fused circuit breakers, details on how proper coordination is accomplished, and details on how expected l single phasing, due to the fuses, is to be handled. l l

l Q12. CN-1294 calls for the installation of current-limiting reactors l on the input feeders to the safety-related motor control centers. I Provide details about how the voltage regulation was established on the Class IE 480/120 volt buses and provide the voltage study, i Q13. Submit the following documents which are required for our review:

a) CN-1781 b) CN-1605, all revisions c) CN-1629 Q14. With respect to CN-1332 (all revisions), CN-1391, CN-1272, and CN-1255:

a) List the applicable codes, standards, regulatory  ;

requirements, and design requirements used in the <

modifications and noted in Item 4 " Check List of Design Verification Questions for Design Review Method" of the above CNs.

b)' Supply.the information and data necessary for our review of the design requirements that have been identified in Item 15

~" Check List of Design Verification Questions for Design Review Method" of the above CNs.
