%,,,,,# June 25, 1986 Docket No. 50-267 Mr. R. F. Walker, President Public Service Company of Colorado Post Office Box 840 Denver, Colorado 80201-0840

Dear Mr. Walker:

SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION - STRUCTURAL EVALUATION OF FORT ST. VRAIN (FSV) BUILDING 10 AND WALK 0VER STRUCTURE

Reference:

Public Service Company of Colorado (PSC) Letter, Warembourg to Berkow, dated 5/12/86 (P-86240)

In the Safety Evaluation (SE) for the FSV Building 10 structural evaluation, transmitted to PSC on February 19, 1986, the staff identified

. two concerns regarding the potential for impact between the Walkover Structure and Building 10.

I At a meeting held at FSV on April 23 and 24, 1986, PSC made presentations on the Building 10-Walkover Structure impact issue. The subjects discussed were:

Seismic modeL used for Building 10; Soil structure interaction at Building 10; q Structure-soil-structure interaction between Building 10-Walkover y Structure and Turbine Building; 1

I Differential displacement calculations between adjacent buildings; Evaluation of checker plate gaps and Building 10 step structure.

At this meeting, PSC agreed to provide a formal submission of the analyses performed on these topics for NRC staff review. In the reference letter, PSC responded to the two concerns raised in the February 1986 SE.

Unfortunately, it is the staff's position that this response does not I adequately address our concerns. Within 45 days of the date of this letter, please provide the detailed analyses as agreed upon at the FSV meeting so that the staff may complete its review of this issue. Should there be any questions regarding the above, please contact Charles S. Hinson, on (301) 492-7930.
