1.0 SCOPE

This procedure is to be applied when it is required to perform a solution film test and a pressure decay test of welds on leak chase channels installed o"er plate weld joints in the liner portica of-the vessel.

2.0 PERSONNEL

2.1 Personnel performing this examination shall be qualified in accordance with the CBI/CBIN Quality Assurance Manual for ASME Section~III Products.

3.0

REFERENCE:

3.1 S & L Spec J-2534, latest rev.

4.0 APPARATUS

4.1 Dial gauge and valves asueiabled for pressurizing and moni-toring leak chase channel zoncs.

Gauge shall be 4-1/2"p or 6"p and shall be graduated over a range about double the pressure decay pressure, but in no case should the range be less than 1-1/2 or more than 4 times that pressure, f

5.0 PROCEDURE

5.1 Leak chase channels for penetrations may be manifolded together for testing.

The number of penetrations mani-folded together will be at the discretion of the test per-sonnel in order to perform an efficient and thorough job of leak testing.

Caution must be exercised la making the test connections in the manifold assembly to eliminate leakage.

The testing assembly and the manifold assembly shall be tested for leakage before start of the test.

f35 5.2 The weld surface under examination shall be viewed from a distagce of less than 24 inches and at an angle not less e-than 30 to the surface to be examined.

5.3 Lighting shall be sufficient to illuminate the weld surface to be examined.

In the area to be examined, the lighting shall be a minimum of 50 footcandles.

(Illumination from a standard 3 volt flashlight, or brighter light source, held within 24 inches is sufficient).

5.4 Vacuum box test welds which are to be covered by leak, chase channels in accordance with, and as required, by the appli-cable vacuum box test procedure.

5.5 Remove dirt, mud, slag, moisture a.nd debris from the leak chase channel welds.

Leak chase channel zones must be free of standing water that may have collected inside the channels during construction.

5.6.1 Pressurize the leak chase channel zone to 45 psi and hol' for a soak time of 15 minutes minimum.

1 5.6.2 Apply leak detector solution to leak chase channel seal welds in a continuous film relatively free of bubbles.

Observe the solution film for indications of leakage for at least 8 seconds.

5.6.3 All iakage detected is unacceptable.

5.6.4 If let. tage is detected, mark the areas of leakage, re2easa the pressure in the leak chase channel zone to atmosphere, repair, rcpressurize and repeat steps 5.6.1 thru 5.6.4.

5.7 PRESSURE DECAY TEST 5.7.1 Disconnect test manifold; and leak test the mani-

Source of information Calculaton L 001337, Rev. 2 Deecription of Information This ENDIT covers the design assessment of the containment 16ner leak test system for the downcomer bracing and SRV Pipe Support embedmont plates in the suppress 6on pool. This assessment is required to support Licensing Event Report LER 97 030-00 which relates to the use of the hner leak test system as part of the Containment pressure boundary. Details of this assessment are contained in Revision 2 of Calculaton L 001337, The acceptance creens for this assessment are 9tven in Subsection 4 3.2 of the LaSalle Design Assessment Report (DAR). Apphcable load combinatens are defined in Table 4.3 2 of the DAR. For the goveming abnormalload combinations which involve the vanous hydro-dynamic LOCA loads, the allowable stress 6s limited to 0 95 Fy. As permitted in Section 1112 a of uSNRC Standard Review Plan 3 6.2, Rev.1. a 10% increase in minimum specsfied yield strength has been used to account for strain rate effects associated with impact Ic

s. The allowsbie stress used for weld assessment is 21 kai for allload combinations.

The containtnent liner leak test system for the downcomer bracing embedrnent plates (located in the suppression poo' between Elevatons 681' and 710') has been evaluated and found to tw able to wAssMate an allowable pool swen impact pressure of 260 pol. The portion of the leak test system located above El. 700' is sut9emed to pool sweg imped pressures rester than the allowable of w

250 psi. Therefore, this porton of the leak test system does not meet the established crtlena and should not be permetted to serve as part of the containment pressure boundary. Yherefore, it is recommended that the test plugs for the portion of the leak test system be permanently removed.

2. The leak test system located below El. 700'is subjected to pool swell drag and fallback pressures less than the allowable of 250 psi As a result, this portion of the leak test system and the associated welds rntet the acceptance crneren and are considered acceptable for use as part of the containment pressure boundary. Therefore, it is technically acceptable to leave the test plugs for this porton of the leak test system permanenty % place.
3. The leak test system for the Bolt Cover Assembly has been evaluated for the maximum hydrodynamic pool swellimped pressure within the suppress 6on pool and has been found to meet the acceptance crnens by a large margir. Therefore, the leak test system for Bott Cover A6sembly and the assocated welds are considered acceptable for use as part of the containment pressure boundary.

Simuar to the case 6n Paragraph 2 above, it is technically acceptable to leave the test plugs in place for this portion of the leak test system it is recommended that Comed initiate a DCR to revise the S&L desgn drawings to document the recommended confgurat:0n of the containment leak test system rurther act6ons required to close LER 97 030 00 win be perforrred by Comed.
