Dear Mr. Petticrew:

This letter is in response to your August 13, 1985 letter to the Nuclear Regulatory Comission related to the July premature criticality event which occurred at the Femi plant. Enclosed is a copy of the recently issued NRC Region III inspection report documenting our review of not only this event, but other technical issues and enforcement matters as well. This report also documents management meetings held by Region III with the Detroit Edison Company on July 23 and September 10, 1985.

I am sending you this copy via express mail so that you and the other Comissioners may have an early opportunity to review these subjects in detail. For your information, I have also provided an expedited copy of the report to Congressman  !

John Dingel's Office. Please note that the utility will be notified of our decision regarding enforcement action under separate correspondence when we complete our actions in this regard. At that time I will also provide you with t topy of our enforcement correspondence. -

Edward Greenman of my staff recently briefed you and the Connissioners at a public meeting regarding the premature criticality event and other techr.ical issues outstanding at the Fermi Plant. I am of the view that dialogue of this type is useful. Again, I plan to brief you prior to the plant being allowed to go above 5% power.

In addition, OI is reviewing aspects of the licensee's handling of the seismic and embedment issues.

l Enclosure 21 Shift Operation Advisors The Detroit Edison Company committed to and is required by License Condition C.12 to have " Persons with BWR operating Experience on Shift" to make )

up for the lack of operating experience of Detroit Edison Personnel. 1 License Condition C.12 requires: "As a minimum, DECO shall train these advisors on the procedures, Technical Specifications and plant systems for the Fermi 2 facility and DECO shall examine the advisors on these topics at a level which will assure their familiarity with the plant."

At DECO's initiative the 50A's were licensed at the senior reactor operator level. However, DECO opted not to have the SOA participate in the routine operator requalification program but rather put in place a special program for the SOA's.

In an internal Deco memo from S. L. Latone, Director Operations - Training, to

0. K. Earle, Supervisor Licensing dealing with SOA License Status (Enclosure 22A) no special requalification program was described.

Region III DRP and DRS are currently reviewing the licensee's position relative to the issue.

The SOA's licenses will remain active. A special requalification program will be developed. This program will consist of a pre-test followed by a four week training program detemined by the
