SUBJECT:
TRANSFER OF LEAD RESPONSIBILITY FOR GENERIC TASK i- ACTION PLAN A-38 l
l A memorandum from Daniel R. Muller, dated August 11, 1978, requested that the Division of Engineering Standards accept responsibility for Task Action Plan A-38, " Tornado Missiles." The memorandum further stated the understanding that James F. Costello would continue as Task Manager. Dr.
Costello has managed the task since its inception, before a transfer of lead responsibility to the Division of Engineering Standards was con-templated.
As of September 11, 1978, Dr. Costello will be on the staff of the I
Assistant Director for General Reactor Safety Research, Office of Nuclear Regulatory Research. As a result of discussions among Lawrence Shao, you, I and me, it was concluded that the management for Task Action Plan A-38 I
should go with Dr. Costello. Mr. Shao encouraged this course of action l and said he will accept the responsibility.
In accordance with the above, it is recomended that you forward a memorandum to Thomas E. Murley, Director, RSR, RES, assigning Task Action Plan A-38, " Tornado Missiles," him. The memorandum should identify Lawrence Shao as " Lead Assis t Direc r" and James F. Costello as " Task Manager."
