11RG1HIA ELECTRIC _AND POWER COMPANY tiORTH ANNA E0WER STAT 10tLUNIT 1 PROPOSED TECILNICAL SPECIFICATIONS CllANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Operating License Nneber NPF 4 for North Anna Power Station Unit 1. f This amendment supports operation of North Anna Unit I with revised heatup and cooldown curves valid to 10 EFPY. The proposed Technical Specification changes are presented in Attachment 1. A Safety Evaluation in support of the proposed changes is provided in Attachment 2. A 10CFR50.92 evaluatiori is provided in Attachment 3. Copies of WCAP-ll791, " North Anna Unit 1 Reactor Vessel Heatup and Cooldown Limit Curves for Normal Operation" are provided in Attachment 4.

The revised curves are less restrictive than the curves currently in the Technical Specifications for low temperatures. Therefore, the current curves will remain in effect until the proposed Technical Specification changes are approved.

The request has been reviewed by the Station Nuclear Safety and Operating Comittee and the Safety Evaluation and Control staff. It has been determined that this request does not involve an unreviewed safety question as defined in 10 CFR E0.59 or a significant hazards consideration as defined in 10 CFR 50.92.

We have evaluated this request in accordance with the criteria in 10 CFR 170.12. A voucher check in the amount of 5150.00 is enclosed as an application fee.
