SUMMARY

OF MEETING HELD ON JANUARY 16, 1975 TO DISCUSS POST-CP OUTSTANDING ISSUES A meeting was held on 1/16/75 at the AEC offices in Bethesda, Maryland to discuss those deferred and new issues involving the Grand Gulf 1

project that will require the applicant to provide additional infor-mation during the Post-CP period. An attendance list is provided in the enclosure.

The mechanism for providing information for staff review was discussed and the staff stated that final information should be filed in amendments 1

to the PSAR.

Staff evaluation of this information will be documented by letter.

The following technical itens were discussed:

1.

Containment Structures l

MP&L stated that structures at the 120' elevation have been redesigned and the RWCU pumps have been relocated to the auxilliary building.

Drawings of the proposed changes were discussed along with the loads which were used as the basis for the design. We stated that the models and tests used to determine structures loading will have to be formally reviswed by the staff. Attention was directed to the Regu-latory Staff Evaluation Status Report No. 1 for the General Electric Mark III Test Program. Drawings and loads for all structures should be provided within two months. To facilitate the early transmittal of information, a meeting will be held in early February 1975 to discuss tests and models used to determine loads.

It is estimated that the pouring of concrete for some structures will begin in March or April 1975.

Dry Well Testing MP&L stated that they consider Unit 1 to be the prototype for Unit 2 and would like to forego complete full pressure proof testing for Unit 2.

The staff directed attention to the Standard Review Plan for section 3.8.3 of PSAR's and stated that the applicant should forward by letter the basis for their proposal nor.. to provide a full pressure test of Unit 2.

Suppression Pool Makeup System The suppression pool design has been changed to include a makeup systen similar to that being reviewed for GESSAR. The applicant will amend the PSAR and include information on the dump lines and instrumentation.

4.

Continuous Purging MP&L provided a summary of information that is in the PSAR.

The staff will contact the, applicant if additional information is required.

5.

Dry Well Electrical Penetrations MP&L stated umy would like to change the design for dry well electrical penetrations to the design presented in section 3.8.6.2.4 of GESSAR.

The staff will review the matter when an amendment to the Grand Gulf PSAR is filed.

6.

Reactor Instrue.ontation & Controls The reactor instrumentation & controls referred to in supplement 1 of the SER are being reviewed on the GESSAR docket. Detailed information on these systems will be available to the ntaff in January 1975. MP&L stated that an amendment will be filed to describe the Grand Gulf system and any dif ferences from GESSAR early enough to permit staf f review during the summer of 1975.

7.

Prompt Relief Trip (PRT)

The Grand Gulf units will have a PRT avstem as described in the PSAR and subsequent letters. This system is the subject of a staff generic review with G.E.,and MP&L will file an amendment to the.PSAR when this review is complete.

G.E. stated that they expect the matter to be resolved by summer 1975.

SSE MP&L will file an amendment to the PSAR providing their justification for a proposal to use.15g as the SSE uniformly over the Grand Gulf site. This amendment will be based on previous discussions with the staff in late 1974. The current commitment is to use either 0.15g or 0.20g depending on the foundation elevation for category I structures.

9.

Safety / Relief Valves The number of safety / relief valves has been reduced to 20 in the Grand Gulf design. The staff will contact the applicant if additional infor-mation is required on this matter prior to the filing of the FSAR.

10.

Guard Pipe Design The staff requested that the app'41 cant provide a schedule for and description of the independent design check of the guard pipe design.

The applicant will provide the information in the next amendment to the PSAR.

11.

Turbine Missiles The staf f provided the applicant with a copy of the Staf f Position on Turbine Disk Integrity.

12.

MSLIVSS MP&L stated that the main steam line isolation valve sealing system will be the same on Grand Gulf as that proposed for GESSAR. The GESSAR review will be completed in 1-2 months and the Grand Gulf PSAR will be amended at that time to incorporate the GESSAR design.

13. Diesel Generator Auxilliaries The staff position that diesel generator auxilliaries should be classi-fied as quality group C or equivalent was stated. MP&L will provide the proposed ASME code classifications for Grand Gulf by letter in 1-2 months.

14.

Quality Assurance Program MP&L stated that they would like to propose changes to the QA program.

1 The staff suggested that MP&L list the areas they would like to discuss and request a meeting with the staff.

It was the staff position that all changes to the QA program should be reviewed and will have to be documented in an amendment to the PSAR.

15. Construction Schedule MP&L stated that construction was proceeding on schedule and no delays are anticipated at this time.
