Kalkman and R.C. Kazmar interviewed Joseph CONEN at the Fermi 2 power plant 1ccated in Monroe, MI regarding the use of Detroit Edison Company's (DECO) Comprehensive Electronic Office (CEO) for processing Safeguards Infonnation.

CONEN stated that he had been hired by DECO in May of 1984 and is currently an engineer in the Inspection and Enforcement Section which handles licensing matters.

CONEN recalled that a security incident had occurred at the plant on or around October 30, 1985, and that he had become involved in the draft of the five day letter regarding the incident to the NRC. CONEN further recalled that on one occasion during that time, he was in Sam THOMPSON's office, Assistant Director of Nuclear Security and that Wayne HASTINGS, the Director of Nuclear Security, walked in and coninented that he was having his secretary Cindy CODY, enter the draf t of the five day letter into the CEO system in order to facilitate editing. CONEN explained that at one point THOMPSON, HASTINGS and himself stood outside of THOMPSON's office and were joined by Joseph XORTE, Nuclear Security Coordinator. CONEN stated that THOMPSON told i

HASTINGS that the CEO should not be used for documents containing safeguards i

infornation and that HASTINGS assured THOMPSON that the letter would not remain in the system overnight and that he had taken extra precautions such as changing his password, CONEN also stated that it was generally understood by persons who had access to the CEO that it was not a secure system and should not be used for editing or the transmission of documents containing safeguards information.
