Kazmar interviewed Dorothy BALENT, former secretary to Wayne HASTINGS, Director of Nuclear Security, at Detroit Edison Company's (DECO) Fermi 2 Power Plant.

BALENT stated that she originally started employment with DECO in November of 1981 as a clerk typist. In about April of 1984, she assumed the position of secretary to the Director of Nuclear Security, who at that time was Stuart LEACH. BALENT recalled that the Comprehensive Electronic Office (CE0) began to be installed in about November of 1984 and that she received about a four and a half day training session in its use from its vendor, Data General.

BALENT did not remember any training in regards to the use of the CEO system for Safeguards Infonnation.

In about September of 1985, BALENT stated that her manual typewriter was removed from the Nuclear Security office and she was instructed to use the CEO system. In about July of 1985, BALENT stated that she remembers typing a letter dated July 1,1985, which had been composed by Joe KORTE, a Nuclear Security Coordinator, and which was sent to James PIANA, Dimetor of Nuclear

, Administration, from her superior, LEACH ( Attachment A). BALENT stated that 1 the memo expressed concern that Safeguards Information may not be protected when inputted into the CEO system. BALENT stated that she was not aware of any fonnal response from PIANA in regard to the concerns raised in the memo.

On September 3,1985, HASTINGS replaced LEACH as Director of Nuclear Security and BALENT recalls that HASTINGS encouraged the use of the CEO. On October 24, 1985, BALENT stated she left her position as secretary to the Director of I Nuclear Security.

l BALENT was shown a document dated September 30, 1985, authored by KORTE and sent to HASTINGS via CEO, which cited reasons why the CEO should not be used for Safeguards Infonnation (Attachment B). BALENT did not recall seeing the document and did not recall viewing tite document on behalf of HASTINGS at the time it was sent.

BALENT also stated that she had not been aware of any CEO terminal on the twenty-fourth floor of DECO's downtown Detroit offices. BALENT did recall a conversation a few weeks before she left between HASTINGS and NRC Safeguards Inspector T. MADEDA, which occurred by her desk and during which she heard HASTINGS ask MADEDA if the CEO system could be used for Safeguards Infonnation.

BALENT only remembered that MADEDA had told HASTINGS that other nuclear plants did not use their system for Safeguards Information.

AFTER RESEARCBING THESE SOURCES AND TALKING WITH THE NRC, WE HAVE THE FOLLOWING REASONS WHY WE COULD NOT USE CEO FOR HANDLING SAFEGUARDS INFORMATION.

THE SYSTEM IS NOT SELF-CONI'AINED WITHIN THE FACILITY. WE HAVE FOUR LINES THAT GO DOWNTOWN. kb 3

2 3 THE LINES ARE UNPROTECTED PHONE LINES BECAUSE THEY ARE NOT PROTECTED BY ANY' KIND OF ENCRYPTION DEVICE.

3 PERSONNEL, "SUPER USERS" HAVE THE AVAILABILITY TO GAIN ACCESS TO ACCOUNTS OTHER THAN THEIR OWN.

DOCUMENTS DISCARDED INTO THE WASTEBASKET ARE STILL AVAILABLE TO ANYONE GAINING ACCESS TO THE ACCOUNT UNTIL THE JANITOR CLEANS THE ACCOUNT.

5.

THE POSSIBILITY OF CREATING A SAFEGUARDS DOCUMENT ON CEO WAS RESEARCHED. THE ONLY SAFE WAY TO DISPOSE OF THE INFORMATION CONTAINED IN THE DOCUMENT IS TO DELETE THE DOCUMENT ONE LINE AT A TIME. KATE SURVEYED LAURA SIMPSON, KAREN HARBAUGB, DOROTHY BALENT, AND JAN SYPE, EACH OF THEM STATED THAT IT WOULD TAKE MORE TIME TO CREATE THE DOCUMENT IN ORDER TO PRINT IT AND THEN HAVE TO DELETE EACH LINE THAN IT WOULD TAKE TO TYPE THE DOCUMENT ON THE TYPEWRITER.

6. IN CONJUNCTION WITH NUMBER 5, IF THE DOCUMENT HAD TO BE EDITED AND WAS STORED FOR A PERIOD OF TIME DURING PROOF READING, THE DOCUMENT WOULD BE ACCESSIBLE FOR THIS PERIOD.
