SUMMARY

OF MEETING WITH TVA CONCERNING RESTART TESTING PROGRAN AT BROWNS FERRY NUCLEAR PLANT - APRIL 26, 1988 (TAC N0. 62264)

At the beginning of the Restart Testing Program meeting, the staff requested an in depth briefing following the main meeting to cover diesel generator testing in detail. The summary of the DG meeting follows as Section 2.

The material presented by the Tennessee Valley Authority (TVA), the licensee is included as Enclosure 3.

SECTION 1 Refer to Vieworaph 2, "Restart Test Program Philosophy" The staff raised concern that the Browns Ferry Nuclear Plant (BFN) is over 10 years old; the original startup tests were not as rigorous as today in the nuclear power industry.

The staff asked the following questions (Viewgraph 3):

• How are the Test Specifications Obtained?

• How are the procedures generated?

• How are tests performed and documented? What is the verification process to determine that the results are within operating procedure limits and meet regula~ tory requirements?

TVA noted th'ait'any modifications subsequent to initial startup require conformance with previous tests and results. Retesting is prescribed if necessary.

TVA presented Figure 1, attached, which was used as a visual aid to address the questions raised by the staff.
