O~C UNITEDSTATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 Docket No. 50-260 August 12, 1988 Mr. S. A. White Senior Vice President, Nuclear Power Tennessee Valley Authority 6N 38A Lookout Place 1101 Market Street Chattanooga, Tennessee 37402-2801

Dear Mr. White:

SUBJECT:

VOLUME 3, SECTION II.6.0 (RADIOLOGICAL AND CHEMISTRY IMPROVEMENT)

AND SECTION III.8.0 (PESTART TEST PROGRAM)

OF THE NUCLEAR PERFORMANCE PLAN -

BROWNS FERRY NUC'AR PLANT, UNIT 2 (TACS 62253 AND 62264)

Section II.6.0 (Radiological Control and Chemistry Improvement) of Volume 3 of the Browns Ferry Nuclear Performance Plan identifies Tennessee Valley Authority's (TVA) corrective actions concerning previously identified deficiencies in the Browns Ferry radiological control and chemistry programs.

The staff has completed its evaluation of the proposed Browns Ferry Radiological Control and Chemistry Improvement Programs for Unit 2 and has found them acceptable.

Continued implementation of these programs will ensure and strengthen the radiological and chemistry control at Browns Ferry.

Section III.8.0 of the Nuclear Performance Plan identified a proposed Restart Test Program necessary for the restart of the Browns Ferry Nuclear (BFN)

Plant, Unit 2.

In addition, TVA provided additional information on th' Restart Test Program by letters dated October 7, 1986 and July 13, 1987.

The purpose of the proposed program is to demonstrate the capability of the BFN Unit 2 plant systems to perform their safety functions.

The staff has completed its evaluation of the proposed BFN, Unit 2 Restart Test Program and has found it to be acceptable.

Continued rigorous implementation of the BFN Restart Test Program will ensure proper verification of the functional integrity of the safety systems at Browns Ferry, Unit 2.

Our Safety Evaluations supporting the above conclusions are enclosed.

The staff will continue to monitor TVA's activities concerning implementation of these programs as well as any corrective actions.
