PROJECT DESCRIPTION 1.
OBJECTIVE OF PROPOSED WORX a.
Backgrcund on Sept ember 28, 1981 PG&E reported that a diagram error had been found in a portion of the seismi'c qualification of the Diablo Canyon Nuclear Power Plant, Unit 1 (DCNPP-1). This error resulted in an incorrect application of the seis=le floor response spectra for sections of the annulus of the Unit 1 containment building.
The error originat ed when PC6E trans:itted a sketch of, Unit 2 to a consultant.
This sketch contained Unit 2 opposite hand geometry incorrectly identified as Unit 1 ge om e t ry.
As a result of this error, a seis=ic reverification program wa s es'. -blished to d et e r=i n e i f t h e s ei s =l e q ua li f ica tio n of t h e pla nt si s a d eq ua t e fo r t h e pos tula t ed Hosgri 7.5M earthquake.
The Commission issued an order suspendi:g licens e C.I-81-30 for f uel load a nd low power t est s up to 15% of ra t ed power a t DCNFP-1.
This suspending order also specified that an Independent Design Verification Program (IDVP) be conduct ed to assure that the plant met the lic ensirs crit eria.
The IDVP program is currently underway and producing Interim Technical Reports (ITR) on the work as it progresses.

- analyze for NRC/SCEB Diablo Canyon Power Plant anoulus steel structure and the buried diesel oil ta nks for the seismie loads i=pos ed by the Hosgri event.
Furt h e r mo r e, ENL vill also provide the NRC/SCEB staff with expertise in the field of seismic analyses to carry out reviews and audits of the work currently underway at the IDVP a nd PG4E.
BNL vill also attend technical interchange meetings for the Diablo Canyon licens e res toration work.

SU:OtARY OF FRIOR EFFORTS Under Fin No. A-3377, BNL carried out similar vork for NRC with respect to independent derivations for the Diablo Canyon Annulus Structure Vertical Floor Spectra. The BNL staf f, especially, the senior me=bers are highly familiar vith all aspects of structural dynamic response analysis, having derived some of the analysis methods currently c= ployed by engineers in the civil / structural area.
