Region III has received the Office of Investigations report of their review of the Detroit Edison Company's SAFETEAM at the Femi 2 plant. The SAFETEAM is Detroit Edison's program for the processing of allegations brought directly to their attention.

The Division of Reactor Projects Review of the report should include as a minimum:

. Does the OI report invalidate the findings of any of the Region III inspections done in the weeks imediately preceding the licensing of the Femi plant?

. Detemine if Detroit Edison has implemented their proposed improvemer.ts te the SAFE 1EAM process, those proposals having come as a result of the NRC review of the SAFETEAM.

The CI report is available for review from the Region III Enforcernent and Invertigation Coordinaticn Staff.

The Office of Investigations has diret.ted that no part of the report may be reproduced nor can it be made public.

The review has been completed and there have been no findings that invalidate any of the Region III inspections. As you are aware, prior to licensing, both the licensee and Region III conducted thorough evaluations of the Safeteam to ensure that there were no major safety problems associated with the existing concerns. Additionally,our review indicates that enforcement action is not necessary.

The implementation and effectiveness of the licensee's proposed improvements to the safeteam have not been fully evaluated. The resident inspectors are monitoring the licensee actions and will document these findings in routine inspection reports. However, based on the resolution of a recent environmental /

seismic qualification concern, we will also evaluate the need for a quarterly update. If you have any further questions contact N. J. Chrissotimos (E::t. 716) of my staff.
