Region III has verified that Detroit Edison Company has completed. actions which they had connitted to complete prior to exceeding five percent power  ;

operation.

j All allegations related to Fenni have been reviewed by my staff. Onsite l inspections of all technical issues have been performed as required, and the i findings have been evaluated by management. While some reports are not yet  !

issued, no items have been identified to preclude issuance of a full power 1 license.  :

We believe the licensee is ready and competent to operate Fenni 2 safely. We  :

recommend issuance of a full ~ power license conditioned as ~ described in i Attachment 1.

i ATTACHMENT 1 PRE 0PERATIONAL TESTS, STARTUP TESTS AND OTHER ITEMS FERMI-2 Docket No: 50-341 This attachment identifies certain preoperational tests and other items which must be completed to the Commission's satisfaction and identifies the required timing for their completion.

The preoperational tests and testing deficiencies identified in Attachments A and B respectively, to the July 8,1985, letter from Wayne H. Jens to Janes G. Keppler shall be completed in accordance with the scheduled commitments contained in those attachments.

2. Prior.to startup following the first refueling outege, correct all remaining draving deviations identified during walkdowns associated with the

' resciution of 10 CFR 50.55(e), Item No. 143, "Deviations of As-built Plant from Design Documents." Demonstrate that all design documents related to the subject 50.55(e) Item No.143 are reconciled to tiie as-built configur- -

ation of the plant."
