The applicant estimates a December 15, 1984 fuel load date. The NRC anticipates that fuel loading will be the latter part of December 1984 or early January 1985.

Pre-operational testing is nearing completion.

Fuel manufactured by General Electric is on site.

Operating License The Atomic Safety Licensing Board issued an initial decision on 10/29/82 authorizing the issuance of an operating ifcense. The Comission issued its imediate Effectiveness Decision on 12/22/83.

Reactor Operators There are a total of 33 licensed senior reactor operators (SR0s); of these, 5 are SRO contractors and 2 SR0s are limited to fuel handling only.

There are 13 licensed reactor operators (R0s).

Status: Open Emergency preparedness A full scale emergency preparedness exercise was held on June 26-27, 1984 in which the NRC and FEMA observed. Officials from the State of Michigan, the Province of Ontario, local county officials from Monroe and Wayne counties and the licensee participated in the exercise.

The emergency operations facility was also activated during the exercise.

An NRC Region III Emergency Preparedness inspection team will visit the site on December 4-7, 1984 to conduct a final follow-up on emergency preparedness open items which are required to be completed prior to fuel load.

During the emergency preparedness team visit, the applicant will conduct a site assembly / accountability drill. Successful completion of the drill is also required prior to fuel load.

Enforcement / Allegations There are no escalated enforcement actions underway at this time regarding Fermi 2.

A list of allegations concerning the Enrico Fermi station is attached.

Systematic Assessment of Licensee Perfomance (SALP)

A SALP review for Fermi 2 was completed for the period October 1,1982 througn September 30, 1983 and c report issued on February 6,1984. This was the fourth assessment of thc 'icensee's perfonnance under SALP. A copy of this report is attached.

A final report on the latest SALP review for the period 10/1/83 through 9/30/84 is expected to be issued in January / February 1985. The Region III SALP Board met on November 30, 1984 to discuss the results of the review. A draft SALP report is expected to be forwarded to the applicant on December 14, 1984.

Site Location and Surrounding Areas The Enrico Fermi Atomic Power P.lant, Unit 2 hereinafter referred to as Termi 2, is located on the western shore of Lake Erie at Lagoona Beach, Frenchtown Township, Monroe County, Michigan. The plant is approximately eight miles east-northeast of Monroe, Michigan; 30 miles southwest of downtown Detroit, Michigan; and 25 miles northeast of downtown Toledo, Ohio. (Figures 1,2-1 and 2.1-2). 1 Towns and cities in the region surrounding the plant within 50 miles are shown in Figure 2.1.2. Figure 2.1-3 shows the locations of the municipalities surrounding the plant within ten miles.

There are two major roads within ten miles of the plant, Interstate 75 and  !

U.S. Rts 24/25, shown in Figure 2.1-3. Their closest approach to the plant is l 4.1 miles and 5.8 miles northwest of the n' Mt site, respectively. I Within ten miles of the plant, there are four Class I railroads. The Detroit and Toledo Shore Line Railroad, four miles northwest of the site, passes  :

closest to and serves the Femi site through the use of a single spur track. '

Ohio. At their closest approach to the plant, the other three lines (The Penn Central Railroad, the Chesapeake and Ohio Pailroad, and the Detroit Toledo ard  !

Ironton Railroad) come to within four miles northwest, seven miles west-northwest, and nine miles northwest, respectively. The railroad yard in Monroe is the nearest yard to the plant. It is operated by the Pu,n Central Railroad and has a capacity of 230 cars.

There are no major airports within 15 miles of the site. Three smaller airports are located about 9 miles from the site (Custer) 5 miles (Carl) and 2 miles (Marshall). The closest airport, Marshall Field, is a small airfield with two sod runways. Only light aircraft use this field.

The closest major airports are Detroit Metropolitan and Willow Run, which are 19 miles north-northwest and 24 miles northwest of the plant, respec1.ively.

The shipping port nearest the plant is the Port of Monroe.

Enrico Fermi 2 Site Description The Fermi site comprises approximately 1120 acres of land solely owned by The Detroit Edison Company (Edison). The site is bounded on the north by Swan Creek, on the east by Lake Erie, on the south by Pointe Aux Peaux Road, and on the west by Toll Road. Entrance to the site is from the west by way of Enrico l Fermi Drive, a private road owned by Edison, and from the south via Pointe Aux Peaux Road to another private road also owned by Edison.

The northern and southern areas of the site are dominated by large lagoons.

The western areas are dominated by several wood-lots and Quarry Lakes.

A plot plan of the Fermi site showing the plant, its' natural draft cooling l towers, and other major structures is presented in Figure 2.1-5.

Fenni 1 The Fermi 1 breeder reactor, also on the Fermi site, is not operating. The breeder reactor portion of the plant is decommissioned, and the oil-fired ,

boiler and turbine-generator were retired in July 1983. l l

Davis Besse There is an additional nuclear power plant site within 30 miles of the Fermi site. This is Toledo Edison Company's Davis-Besse Nuclear Power Station, approximately 26 miles to the south-southeast.
