A.

Discussions with a concerned citizen on February 2, 1984 have 1

identified the following concerns.

i 1.

Pullman allegedly used a 37.5' ASME weld prep on all AWS i

steel and structures instead of the 45' prep angle required by AWS-D1.1.

Reference was made to a June 23, 1983 memo on

[

Bevel detail revision signed by Russ Noble to H. Karner.

1 This memo specifies that a 45' bevel angle is to be used in the future, without providing any assessment of or resolution for past practice discrepancies. Thus, the implication is clearly that the field installed conditior, does not provide adequate assurance that the design assumptions of the design engineer were compliea with.

In this case the designer assumed a 45' bevel angle and, allegedly, the field used a 37.5* bevel angle. The AWS code requires that load derating factors be used if the bevel angle is less than 45' and, since the designer didn't use the.derating factors, it is alleged that the field installed l

condition is less conservative than the designer's intent.

It has been alleged that the Site and Genertl Office design

ESD-223 apparently allows less than "flush" welding, contrary to AWS assumptions without. having sufficient tests run to establish the acceptability of less than "flush" welding.

In addition, F1,0-223 allegedly allows going to a 15' 3

dihedral angle with no corrections applied as required by the New AWS 01.1 ccde. This AWS D1.1 requires using

effective throat derating factors of 1/4" for a i

dihedral angle between 30* and 45' and a 1/8" deduction between 45' and 60'.

A dihedral angle of less than 30' would require even more of a deduction from the effective throat design.

Thus, the skewed fillet weld table in ESD-223 is alleged to be wrong because it doesn't adjust the leg i

length to account for the designer's assumed effective
