SAN ON0FRE NUCLEAR GENERATING STATION ENGINEERING PROCEDURE S-V-2.12 September 9,1977 INSERVICE INSPECTION CLASS 2 COMPONENTS I.

OBJECTIVE This procedure defines the inservice inspection requirements for ASME Code Class 2 components at '3an Onofre Unit 1 and assures compliance with Technical Specification 4.7.

Furthermore, it is the intent of this procedure to meet the requirements of ASME Code and Addenda in effect as of July 1,1977 (Reference 1) to the maximum extent practical.

II.

CONDITIONS A.

The examination requirefwnts of this procedure are to be per-formed in compliance with the requirements of Reference 1 to the maximum extent practical.

B.

In accordance with the Class 2 inservice inspection requirements in Section XI, the program delineated herein spans the remaining estimated service lifetime of the plant (30 years). This is a period encompassing January 1, 1978 through December 31, 2007.

This 30 year service lifetime is further segmented into three ten year inspection intervals; the first runs from January 1,1978 to December 31, 1987, the second from January 1, 1988 to December 31, 1997 and the third from January 1, 1998 to December 31, 2007.

C.

The requirements of this procedure are effective for a maximum period of forty (40) months, coumencing on January 1,1978.

Prior to the expiration of the forty (40) month period the inservice inspection program shall be reviewed and revised as necessary, in accordance with the requirements of 10 CFR50.55a(g).

D.

Class 2 components, for the purposes of inservice inspection, are itemized in Tables 2A and 2B of Reference 2.

However, para 9raph IWC-1220 of Section XI exempts certain components from examination where certain conditions are met. These exemptions have been applied to the Class 2 listing in Reference 2 with the result that only those nonexempt components (by paragraph IWC-1220) are listed herein.

III. REQUIREMENTS A.

The attached tables define the schedule for examination of Class 2 components.

B.

The examination categories for each component, as defined in Section XI, are itemized under the list of tables.

C.

Components shall be examined during the refueling outage occurring in the year designated under the column "Inspection Dates". The method of examination shall be as listed under the column headed "Primary Mode of Examination".

D.

The components shall be examined as specified in Table IWC-2520 of Section XI to the maximum extent practical.

E.

Examinations that reveal unacceptable structural defects in a category and in one multiple stream of the system shall be extended to include an additional number (or areas) of components in the same category approximately equal to the number initially examined.

In the event further unacceptable structural defects are revealed, all of the same components in the other multiple streams of the system shall be examined.

F.

Evaluation of flaw indications shall be performed in accordance with the requirements of IWC-3000 of Section XI. L'here acceptance standards for a particular component, examination category, or examination method are not included, evaluation shall be made of any indications detected during any inservice examination that exceed the acceptance standards for materials and welds specified in the Code or Standard applicable to the construction of the component in order to determine disposition.

Such disposition shall be subject to review by the enforcement authority havir.g jurisdiction at the plant site.

Class 2 components included in this procedure shall be subjected to system pressure tests in accordance with Article IWC-5000 at least once toward the end of each 10 year inspection interval. Other Class 2 components (those exempted oy para-graph IWC-1220 of Section XI) shall be subjected to a system pressure test in accordance with the following schedule:

Between 25 and 33-1/3". of the required examinations shall be completed by the expiration of one-third of each 10 year inspection inter val,

2.

Between 50 and 66 2/3% of the required examinations shall be completed by the expir!. tion of two-thirds of each 10 year inspection interval.

3.

The remaining required examinations shall be completed by the end of each 10 year inspection interval.

IV. CORRECTIVE MEASURES Repair of any nonconforming components shall be in accordance with the provisions of IWA-4000 and IWB-4000 of Section XI to the maximum extent practical.

V.

RECORDS Records and reports of inservice inspections shall be prepared and maintained as required by Reference 1.

H.

EXCEPTIONS A.

Components which are known to be inaccessible or have limited accessibility are so noted in the attached tables. These and any other components subsequently determined to be either entirely or partly inaccessible, such that the required examination cannot be perfonned to the required extent, shall be inspected as completely as possible utilizing the primary mode of examination.

Should the component or area be amenable to ex-amination techniques other than the primary mode of examination, these alternate techniques shall be utilized in an effort to ascertain the acceptability of the item.

For instance, if an ultrasonic examination is specified but cannot be perfonned, the feasibility of surface examination shall be investigated.

As a minimum, the area should be visually examined, if at 611 possible.

Should it be determined that a weld or component cannot be examined using the primary mode of examination due to technique limitations (i.e., grain boundaries, through wall thicknesses, geometric interferences, etc.), alternate examination techniques shall be utilized, where feasible, in an attempt to determine the acceptability of the component. The data sheet shall i

reflect the reason that it was not possible to examine the component using the primary mode of examination, the alternate examination (s) used and the results.

Bolting may be examined either in place, under tension, when the connection is disassembled, or when the bolting is removed.

Note 2:

Nondestructive examinations shall be performed on 10% of the bolting in each joint per ten year interval but not less than two bolts or studs per joint. Visual examination shallrover 100% of the bolting.
