Dear Mr. Dietch:

On September 26, 1979, we issued Amendment No. 46 to Provisional Operating License No. DPR-13 for San Onofre, Unit 1. This amendment revised the Technical Specifications to incorporate an Inservice Inspection (ISI) Pro gram in accordance with the provisions of 10 CFR 50, Section 50.55a and granted rielief from certain requirements of the ASME Code,Section XI.

By letter dated February 14, 1980, you clarified your request for relief relating to Item I.A.1 discussed in our Safety Evaluation (SE) which ac companied Amendment No. 46. Accordingly, you requested that the relief granted in Amendment No. 46 for Item I.A.1 be revised to: (1) include rklief from repairs of the pressure retaining boundary for Class 2 and Class 3 components and (2) remove the exception to perform a hydrostatic test for piping, pump and valve repairs that do not penetrate through the pres sure boundary.

Additional relief from requirements in Item I.A.1 pertaining to (1) and (2) above, subject to the augmented testing related to the provision of IWA-4400 (b)(3), is hereby granted as discussed in the enclosed SE pages. We have determined that the granting of this relief is authorized by law and will not+endanger lifem.or property or theicommon defense and security and is otherwise in the public interest.

We have determined that granting of the modified relief does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the relief involves an action whifb)Is insignif cant from the standpoint of environmental impact an and, pursuant to 10 CFR 151.5(d)(4), that an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this action.

You are, therefore, requested to replace the existing pages 1, 2, 5, 8, 11, and 12 of our SE dated September 26, $979 with the enclosed pages 1, 2, 5, 8, 11, 12, 13 and 14.

Note that replacement pages 1, 11, 12 and 13 reflect the modified relief.

Pages 5, 8, and 11 correct typographical errors which you pointed out in your February 14, 1980 letter. We regret any inconvenience these inad vertent errors may have caused you.

A notice which will be forwarded to the Office of the Federal Register for publication relating to the granting of the modified relief is en closed for your information.
