WATERFORD STEAM ELECTRIC STATION, UNIT 3 - CORRECTIONS TO TECHNICAL SPECIFICATIONS ISSUED IN AMENDMENTS NOS. 102 AND 225 AND WITH THE RENEWED LICENSE (EPID L-2019-PMP-0068)
Dear Sir or Madam:
The U.S. Nuclear Regulatory Commission (NRC) staff identified typographical errors in the Technical Specifications (TSs) for Waterford Steam Electric Station, Unit 3. The errors occurred in the NRCs issuance of Amendment No. 102, dated March 1, 1995, and Amendment No. 225, dated March 18, 2010 (Agencywide Documents Access and Management System (ADAMS)
Accession Nos. ML021780077 and ML093480507, respectively), and in the TSs that were issued with the renewed license issued on December 27, 2018 (ADAMS Accession Nos. ML18275A215, ML18275A133, ML18275A203 (TSs), and ML18275A234 (Record of Decision)). The errors that occurred in Amendment Nos. 102 and 225 were also carried over into the TSs that were reissued, without change, on December 27, 2018, with the renewed license. The NRC is issuing this letter to correct the errors in accordance with the guidance in the January 16, 1997, NRC memorandum (ADAMS Accession No. ML103260096).
The first error being corrected by the NRC is associated with the removal of Table 2.2-2, Core Protection Calculator Addressable Constants, from the TSs. By letter W3P85-3174 dated December 2, 1985 (ADAMS Accession Nos. ML20137S759 and ML20137S775), the licensee requested to delete Table 2.2-2 on TS pages 2-5 through 2-8. The NRC approved deletion of Table 2.2-2 and its associated TS pages 2-5 through 2-8 in Amendment No. 5 dated May 30, 1986 (ADAMS Accession No. ML021720489). However, the TSs issued in 2018 with the renewed license did not reflect the deletion of the table and associated TS pages. In Appendix D of its license renewal application dated March 23, 2016 (ADAMS Accession Nos. ML16088A331, ML16088A332, and ML16088A325), the licensee stated that it was not requesting any TS changes, and NRCs record of decision for issuance of the renewed license stated that the NRC did not change any TSs. However, the NRC staff inadvertently reinserted Table 2.2-2 in the TSs issued with the renewed license (ADAMS Accession No. ML18275A203),
which the staff determined was a typographical error.
The second error being corrected by the NRC is associated with the replacement of TS page 3/4 3-48. By letter W3P88-0963 dated September 21, 1988 (ADAMS Accession Nos. ML20154N178 and ML20154N184), the licensee requested to replace the content on page 3/4 3-48 with, THIS PAGE INTENTIONALLY BLANK. The NRC approved this change and issued the replacement TS page in Amendment No. 49 dated February 6, 1989 (ADAMS Accession No. ML021770236). However, the TSs issued with the renewed license did not
include TS page 3/4 3-48. In Appendix D of its license renewal application dated March 23, 2016, the licensee stated that it was not requesting any TS changes, and NRCs record of decision for issuance of the renewed license stated that the NRC did not change any TSs.
However, the NRC staff inadvertently removed this TS page from the TSs issued with the renewed license, which the staff determined was a typographical error.
The third error being corrected by the NRC is associated with the removal of Figure 3.1-1A, Required Power Reduction after Single CEA Deviation, and the page that it is on (i.e.,
TS page 3/4 1-20a, which was not followed by a 1-20b page) from the TSs. By letter W3F1-94-0092 dated August 11, 1994 (ADAMS Accession No. ML20072B534), the licensee requested to delete Figure 3.1-1A and references to that figure from the TSs. The licensee also similarly proposed to delete Figures 3.1-0 and 3.1-3 from the TSs and the pages on which they appeared (i.e., TS pages 3/4 1-3a and 3/4 1-28a, which were not followed by b pages). In its proposed TS pages submitted in Attachment B of its amendment request, the licensee included marked-up TSs (which were not required to be submitted) showing the deletion of pages 3/4 1-3a and 3/4 1-28a that would accordingly delete Figures 3.1-0 and 3.1-3, but the licensee did not include a marked-up TS showing the deletion of page 3/4 1-20a, which would also remove Figure 3.1-1A. However, the marked-up TS pages did show the licensees intent in deleting the figure by crossing out the TS Index listing for that figure. In Amendment No. 102 dated March 1, 1995 (ADAMS Accession No. ML021780077), the NRC approved the removal of the Figure 3.1-1A listing from the TS Index, removal of references to that figure throughout the TSs, and removing pages 3/4 1-3a and 3/4 1-28a from the TSs for similarly removed figures, but the NRC did not include page 3/4 1-20a in the list of TS pages to be removed. The NRC staff inadvertently left page 3/4 1-20a in the TSs, which the staff determined was a typographical error that was also carried over in the TSs issued with the renewed license.
The fourth error being corrected by the NRC is associated with issuance of page 3/4 3-3 in Amendment No. 225. The NRC inadvertently omitted the amendment number on the bottom right corner in the TS page footer on page 3/4 3-3, which the NRC staff determined was a typographical error that was also carried over in the TSs issued with the renewed license.
Enclosed are the corrected TS pages 3/4 3-3 and 3/4 3-48 for the TSs issued in the renewed license. TS pages 2-5 through 2-8 and page 3/4 1-20a are being deleted.
The NRC staff concludes that the errors were introduced during the preparation of the license amendments or the renewed license and are entirely typographical in nature. The corrections do not change any of the conclusions in the safety evaluations associated with the amendments or license renewal and do not affect the associated notices to the public.
