Waterford SES Unit 3 Docket No. 50-382 Technical Specification Change Requests NPF-38-08, NPF-38-09, NPF-38-10, NPF-38-11, NPF-38-12

Dear Sir:

Louisiana Power & Light hereby files an application for five amendments to the Waterford 3 Technical Specifications. The amendments involve:

1. Deletion of the Core Protection Calculator Addreseable Constants,
2. Revisions to incorporate the results of a revised Core Operating Limit Supervisory System "out of service" analysis,
3. Correction of a typographical error in referencing ANSI Standard 3.1-1978,
4. A revision to allow a lower RCS temperature during inservice leak and hydrostatic testing while in Mode 4, and
5. A revision to allow credit for startup testing measurement of the moderator temperature coefficient.

The enclosed proposed changes do not involve an unreviewed safety question nor a significant hazards consideration.
